The nsual meeting of-the above Council was held last' evening, (here being present liia Worship the Mayor, and Crs Perry, E. From Treasury, requesting that printed copiesof the lialanee-slieet be forwarded. .': i'\ From Town. Clerk of* Blenheim Gpunpil, submitting a co-operacive system of fire insurance proposed by. a, Mr Purser, of that town. The communication was referred to • the Fire Brigade Committee forconsideration, and report to next meeting. THE DRILL HAM. . A letter was read from Mr W. W. Scott, of the Temperance Hotel, asking for the decision of the Council re the drill-hall. The Town Clerk said a Committee had been appointed to do nothing, (laughter.) Cr Dixon, as.a member-of the Committee, said ho did not think they could do' anything. He would move that lagal opinion be taken on the matter, as a by-law prevonted dancing. , ; The Town Clerk said the matter came beneath the Municipal Corporations Act. He referred to the aotion the Council had taken in the matter and read the Act on the subject. ■; ' .' , Or Dixon then withdrew, hi motion. . Or Gapper said Mr- Pownall' had waited on the Council on the subject but' he had objected to his. being heard, as he thought all applications should be made in-writing. ; He,had moved then that action be taken, bat he was over-ruled,, lie would now move that tho Town Clerk take immediate aotion-to prevent the hall being used in contravention of the Act. ; , Mr Pownall, when before the Council, had said that the' hall would be removed, but he had heard since that the Volunteers intended to do nothing in this direction but were Bimply "bluffing." They.sh&uld stick to the reading of the Act. Cr Mason seconded tho motion. There was no doubt but that those ratepayers living near the hall were suffering an intolerable nuisauce. Jo would like to see the' test made on the recent Caledonian Ball. Cr. Perry thought the persons annoyed should proseonto. •The Mayor was of opinion that the Council was not the body to take action.
Or Hesaey said that the Council had dealt leniently with the Volunteers because they understood the institutions that had used the hall contributed towards the funds. Cr'MoEwea was of opinion Mr Scott should prosecute, fho motion was then put and lost, the ayes being GrsOapper, Mason, and Chamberlain, and the noB3 Crs Hessey, Dixon, MoEwen, Petty,-and the Mayor,
MUNICIPAL FIltE BRIGADE, Tho Secretary of the Munioipal Fire Brigade wrote, drawing the attention of the Counoil to the poor supply of.watur for fire, prevention purposes and asking that repairs be made. On the motion of Or MoEwen, seconded- by Cr Hessey, the matter was referred to tho Fire Brigade Committee for report. ;
WORKS COMMITTEE, The report of the Works Committed was read and adopted. BY-UWB COMMITTEE. The report of the by-laws Committeo was also adopted. FINANCE. The report of the Finance Committee was read, and accounts amounting to £IOB 15s passed for payment. A letter was read from Mr W. G. Beard, stating that Mr B. P. Ferry would hold the Council responsible for any damage done to his property lately occupied by Mr Billington, on which land £3O was owing for rates, The collector referred at length to the diffioulty which had cropped up re the collecting of rates from tho property of Mr Perry. ' It was decided that the sections of the Act for the recovery of rates be put into operation.
BALANCE-SHEET., The balance sheet for the past year was submitted by the auditor and adopted,. SCHOOL OF DESIGN. ■The Town Clerk reported that complaints had been mode of the annoyance caused to those visiting the reading room by the pupils of the School of Design. Cr Qapper said the conduct of the pupils was disgraceful, They had been guilty of the most ungentlemanly actions, and Had even used the land, ing for a urinal. He would moro that the Chairman of tho School of Design be requested in view of tho complaints made to find another room in which to meet.
Cr, Hessey' seconded. He had always been agunst the room being used by tho School of. Design.
Cr Terry asked if no boys visiting the reading room were guilty of' bad conduot. '."'.
Cr MoEwen said it'.haij twn reported to him that boys aiding the day school were also unruly, . , The Mayor moved as w". amend-, ment that.the attention of the Chairman of the School of Design lie called to the conduct of the pupils and that the latter be remonstrated with. The amendment was put and carried. AMEBIAN WATER SUPPLY. ' Mr J.
