The episode of the present session is > undoubtedly tbe attack made by Mr Hutchison upon two members of the j Crown, The member for Wnitotara , has charged these Ministers with I king heavily indebted to the Bank , of Now Zealand, and also with bav- ' ing favored that institution at the s cost of the Colony, in consequence of j their personal obligations to it. 'l'he first allegation alone is perhaps not very serious, for if Ministers were to be gibbeted on account of their pri- ' vato liabilities, the worst example probably would be found, not . amongst the preseut numbers of tbe Cabinet, but in tbe ranks of their predecessor. The second count is far more grave, and if it could bo sustained, there can be 110 question that it would be . fatal to the existence of tbe Miuistry | as a whole, As to the indebtedness 1 of certain ministers to tliebsnk, tint • has become a matter of notoriety, pro- ' bably every member in the House ' lmowsall about it,and the names of the debtors liavo been mentioned in loud whispers from one end of the colony to tho other. Tho manner in which the Government in the first instance treated the affair when Mr G. Fisher brought it up wa3 calculated to im--1 press the public with the idea that it was more or less true. Tho Hon, Mr Fergus, for example, got up in tho House and solemnly declared that lie did not owe a single sixpence to the Dank, and as this ornament of tho Ministry did not happen to be one of the two persons who, were understood to bo tbe culprits the assurance he gave was a piece of undoubted humbug, ' The straightforward denial that tbe public would have liked to have been given to the charge appeals to have been wanting, ond perhaps the next best thing would have been a . candid confession of (he real indebtedness which exists. Debt to a bank is not a crime, and the Houso would not have taken up the position of indicting Ministeis either for poverty or misfortune. That there has been any corrupt conduct such as that imputed by Mr Hutchison in his second allegation is extremely improbable. Sir Harry Atkinson has been taunted as a sort of despot in his cabinet, and it is extremely unlikely that ho would allow grave questions of finance in his own particular department to be biassed by colleagues whom ho has been supposed to have kept in hand with a tight rein, the course he lias now taken in setting up a committee of invetsigation ivi'l probably give little real satisfaction to either side of tbe House, The onus of proof is thrown upon Mr Hutchison and it is far easier to make charges such as have been brought forward than to sustain them by strict formal evidence.
