up. While thoroughly a supporter "of the existing educational systedi' as, a whole,.l am quite prepared to admit' that-it ia ■ not perfect, and my object .in ;nivl address, as President, of the Wellington Educational Institiite, was

I hold that no one is mors'quulitied to judge of : the fitness of the pupil for promotion as tbi) head teacher of the school and on this ground, as well as on several others whioh'l-have advanced in llie address referred to, I advocate that the promotion of children from standard.to standard should not, as heretofore, be
given : effect to once a year only, iw the result of the Inspector's. examination, but should be lpft in the hands of the teacher. lam simply advocating the. reform ofnn evil, wiiich haa long.been recognised in Unhand by thousands of teachers, and'which I aui glad to Bay lias, liy their exortioue, been at lust remedied.
