The ordinary monthly meeting ol the above Couuoil was held iii the County Offices yesterday, Presenters W. H. Beetham, (Chairman), Maunsell, Dagg, Von Redin, T. Chamberlain, Meredith, Murray and Handyside, The minutes of the previous meeting were read and confirmed. Charitauu; Aid.i
A . communication 1 was read: from the Wairarapa South County Council on the above subjeot, asking that a Conference - be. formed with the object of debating the best means for Beouring. a severance, of the Wairarapa from the Wellington Charitable Aid district. " '' A letter was read from the Carter-, ton Borough Council stating that: it would be".willing to send delegates to a Conference. ■
The' Mastertoij Borough - Council also wrote, agreeing U) the holding of a Conference. The Chairman said it was requisite that they should not now let this matter rest. Prom a number.' of settlers in the Whareania Road Disiriot, requesting that that district be merged into the County Counoil. The Chairman having explained that the formalities regarding advertising had not been complied with, it was decided that the petition be returned to the petitioners, slating that it would be considered when the Act had been fully complied with. ■From ratepayers in the Aohonga distriot, complaning of thoexcesaive charges made at the ferry foi; the crossing of bullock drays, and asking for a reduction in tho samo. It was decided, on the motion ot Cr Murray seconded by Cr Meredith, that a reduction as requested be made. From Messrs Whatman,: Bros., requesting particulars..' 'regarding deviation in lahumingi road and fencing. Referted to tho Finance Committee for report io next meeting. . BENEVOLENT SOCIETY. Cr Bagg said, the Benevolent Society in Mastertou was now defunct, and the usual subscribers did not contribute. He would move that this Couuoil tako. action in the matter, as at presopt tho Secretary had to fulfil the whole duties.
The Chairman agreed that it was necessary that they should'take steps to appoint a Committee for the distribution of monies. ,{ ••
OrDagg remarked that Dr. MacGregor had suggested, that certain members'be appointed by the Borough and the County Councils tooarry out the funotions.
TheOhairman asked if they could not appoint outside jiersons to fulfil the duties. The thanks of the community were due to Mr Galloway, for the steps he had taken ;in ( the matter. He could see that' the old workings had been snuffed out, and it .was left to the Charitable Aid Board to deal with those who were viotima to' misfortune and paupers, They should certainly take action for the assistance of the indigent and poor.
On the motion of Cr Handyeide, seconded by Cr Murray, it was decided that the Chairman, ani Ors Dagg,. Chamberlain, and Mr Galloway be appointed by the Council,' in conjunction with the Borough Council to administer benevolence to the town 1 . FINANCE..

Acoounts as per pay sheet were passed for payment. The consideration of the estimates was postponed till the 28th inst. It was decided by tlio Finance Committee to make application to the Wairarapa South County Council for payment of interest,
The annual report of the Treasurer was presented, showing that notwithstanding the expenditure of £IOSO on Charitable Aid, the general expenses account showed a debit of only £l6B 5s lid. Against this there were assets which would leave a fair credit balance.. The expenditure on separate rate was £BI9B Is lid, and receipts £814417s Bd. The Council had raised three, and received two new loan accounts.; The loan find amounted to'£2Bo3 16s'id,of wliieh £208910s Id had been expended. The available balanoe was £7BO Us, of which 5»755 18s was pledged. Tlio attention of the Council was drawn to the faot that the, Wairarapa South County had failed to pay its shate ol the interest on the 187910 an, amounting for this year to £175. The £3OOO loan interest liad an increasing credit balance, and it was (orpilie Council to decide whether' the scale of tolls should be- reduced or the balance allowed'to a'ccumulate. The assets would be = sufficient' to meet the liabilities o|r current acoomit,

The report of the' Works 'Commit* tee as published ia our last issue, was read and adopted, . ' Finance. Accounts amounting to £lsl were passed for payment. Municipal Fire Brigade, 'I The fourth annual report of. the Municipal Fire Brigade was read. The Mayor stated that the report was a very satisfactory one. i On the motion of Cr Perry the report was received, < j Cr Fitton said lie would like to see the request of the Brigade for a Ration at Kurupuni acceded to, Cr Dixon wished to - know what insurances bad been effected.

Cr 'Dixon said it was a strange thing that'the Municipal Fire Brigade took all the credit for extinguishing (ires. Aa a matter of fact, the Volunteer Brigade had the firpi put! out before the Municipal Brigade arrived. The Mayor: That is rather strong language, Cr Dixon. We should not throw cold water on our own brigade.
Cr Dixon asserted that what he hod said was correct, He said it, however, out of no personal feeling. ' After soino discussion the report

WATER SUPPLY. , The report of the. Water Supply Committee was read as follows Your Committee report that tlioy met on Monday, sth May, 1890, ind, With the Town Clerk and Overseer, went over the ground from the mill lead !to the creek, Queen-Btreet, and also inspected .the plan of. levels of Queen-street, prepared by Mr T. Drummond. Your Committee also met on the 12th insti, and went carefully over the estimates of the cobl of the work. Tkey..have to report Ist. That to bring the water from Mr Renall'B lead, in a proper and workmanlike manner, it is absolutely necessary to put down wooden fluming from the passenger station gates along Lincoln-road and Perry-street to Queen-street, from whence the water can be distributed right and left along Qnoen-Btreet to tho grating near Mr Kingdon'e on the one aide, and the post otEce culvert on the other. 2nd, That to return the water into the mill creek ,in, Queen-streetis impracticable, and your' Committee oannot recommeud ths Council to entertain that proposal in view of .tho large expense attending it., ' ■ 1 , 3rd. After careful examination your Committee have estimated the cost of bringing in the water at X 361 125.6 d, as per schedule " A" attaohed to this report. :
. 4th, Your Committee consider tho expense involved in this work, together with the annual payment to Mr Benallj would not justify the Council in entering into any agree* ment for a less period than ten years, with a right'of renewal for o further term of ten years.

As the ordinary funds of the Borough will not provide for such an outlay, your Committee believe that to levy an additional general rate (3d in the £) on the whole, of the Borough would bean injustice to fourfifths of the ratepayers, as the work is for the particular benefit of a portion only of tho Borough, 6th. Your Committee' are of tW opinion that the Council should pro. ceed to ascertain what powers they possess with reference to this question,' as the Municipal Corporation Act does not appear to provide for such a case as the present. Tho power given to Municipalities to procuro a water supply,ovidently refers to a domestic supply, but if capable of being construed into including, a,supply, for - fire-extinguißhiiig purposes, we' aro confronted with the clause limiting the Council's power to contract for a water supply for a longer period than three years, unless after a favourable poll of the burgesses has been, taken, Ab the work is.undoubtedlyfor the especial benefit of a comparatively small area of the Borough, tho only solution ot the difficulty would be w undertake tho-supply on petition as set forth in sections 111 and 142 of "The. Municipal Corporations Act. 1886." ' '
Your Committee, in conclusion, refer the question with their- report ■ and estimates to-the Council in the 1 hope .that the Council's deliberations may result in bringing the question to , b successful issue. Cr Fitton culled attention to the urgent need for repairs to Bannister street, A few loads of gravel would effect a great improvement. Tlio matter was relocated lo the Works Committee, with power to act; Chamberlain stnted tlint he had am deputed by the Wairar.ipa North County Council to ask the Council to elect members of a Benevolent Society in conjunction with the County. On the motion of Cr Fitton, CiS MoEwen, Gnpper, and Perry were appointed members of the Society. The Council then adjourned.
