Inteboarohl, Friday, lie the finding of the Court in the Emilia disaster, Green andOuuiminga, who with Meek are still confined at the Hospital, their feet being yet in a very bad stato, say that in justice to the late Captain Small, one or two facts should be stated. In conversation with the crow while in port they (Green aud Cuinmings)were told the Captain was very careful about stowing timber, even to keeping it off the vessel's skin two or three inches. They say he would not have stowed the timber to endanger the ship unless he intended to lose her. The Captain was quite as well qualified to stow as a stevedore; if not he had no business to be Captain, and as far as the survivors know Captain Small was smart. Even allowing the 1 timber was improperly stowed, ihej vessel ivould never havo collapsed so 'suddenly unless in a very bad condition.
Reduction in Postal Rates. Wellington, Friday, . The Government haye received a telegram from the Agent-General, asking if it is prepared to make any recommendation to Parliament in connection with the proposed reduction of postal rates. A reply was sent that the Government is quite prepared to consider the proposals, but the matter will not be disonssed until a full cabinet meets. The Postmaster-General considers thero would be no difficulty in the way of accepting a reduction if the revenue of the colony was sufficiently pjastjp to stiind t||e loss, but ho has gave doubts wiip'ther the colony would consent to an increased" taxation to make up the deficiency.
