New Plymouth, Tuesday, . Mr Samuel, M.H.R., addressed his constituents last night. He announced that he did not intend to stand for re-eleotiou. The reason that ho opposed the Libel Bill was that a person might be put at a hole and comer meeting to verify a personal enemy, which the papers could print without fear of .consequences, Ho considered that the'person who published tho same' should be responsible,, opposed % excessive ..borrowing it was disgracesee the uufinished works about the Colony rotting for want of money to complete thorn so as to make them reproductive. He ' instanced the partly made line at Greymouth and the,Otago Central, which-was,at present useless. He said they must borrow now to. ho able to pay their debts by tho product of improvement. The Justice Department was very inefficient! in the Lower, Court, In the South Island he considered the line bad come for the amalgamation of tho Native Lind Courtr with the Supreme Court.
