The petition of the llttsterton residents regarding the putrid condition* of the Waipoua river was received from the Town Cleric of the Borough Council and read,
Cr Dagg reniiarked that the Inspectov of Nuisances report had not beoii.for. warded, The Inspector■, was, not prepared to say the state of the river was detrimental to the public health! Cr Von liedin : Are we a public Board of Health ? ; ; Tho Chairman said he had been given to understand that a deal of Has and rubbish was in the stream, There was no doubt that the matter cumo within their jurisdiction. Ho referred to the action taken in such matters in the Old Country, He had no doubt but that anyone who found that his neighbour put rubbish in the river above his property could tdlto an action against the offender. He referred to theactiontakon in Carterton regarding sawdust. The nuisance should be abated, . Ho thought tho ftax millers in the district should ba written to in the matter. :
Cr Meredith: The petition does not specifically slate that tho nuisance is caused by flax milling. Cr You Bcdin thought it was a matter for common law.
Cr Meredith said they should support the public so far as possible, He agreed with tho Chairman in the matter. •
The Chairman suggested that a committee be appointed to investigate the matter.
Cr Yon Bedin moved that the Chairman and Crs Meredith andDagg bo appointed a committeo to report on the matter and obtain such 1 evidence that they might consider necessary. . Cr Maunsell seconded—carried. DOG REGISTRATION. A letter was read from S. Dawson, stating that ho had been unable to register his dog with tho County Cleik.
The Chairman said dogs could be registered in the Borough and lie did not think it necessary to givo permission to register in the County. Cr Yon Rodin considered it would be advisable to give tho Town Clerk power/ to register dogs, otherwise tlioy would be open to an action. He would movo that any person wishing to register his dog be permitted to do so on applying to the Clerk and paying the sum of ss, The motion was put and carried. REPRESENTATIVES IN THE COUNCIL. • The cleric to. tho A'lfredtoii lioad Board wrote, asking that an additional member bo allowed that riding onl tho Council. ' .
Cr Yon ltetliu called attention to the reading of the Act on the matter, and compared the riding in question with that of Castlepoint and \Vainuioru. He considered that; a re-distribution of seats should be made in tho Council, and that the boundaries be re-adjusted. Ho would move that the chairman and Crs Dagg, Maunsell, and the mover bo appointed a committeo to report on the matter,
. Tho Chairinai] supported tho motion of Or Von Hedin, and had .much pleasure in seconding it, ' ■ Cr Dagg thought a resolution was unnecessary, tho Council was bound to undertake the work.:.
Home discussion took place on tho, matter, after which the motion was put and carried. LOANS, • .! A communication was read from the Treasury Department, Stating that. the. 10 per cent loan of tho Council for the.Tiraumea road had been agreed to. The clerk , was instructed to notify tho ratepayers that the necessary rate, would be struck. . ; , IMPOUNDING, A petition was read from a nfimber of settlers of Newman reverting- to the ranger, and askiug that he-1/e authorised to confine his visitations 1 to' .that part of tho .Woodyjllo road whish is fenced, '

position of affairs, and saidlio thought tho. ranger should bo instructed) .under the circumstances, not to impound cattle from the main road from tho north of tlio. MaMilii bridge to the Deep Greek bridge. Ho would move accordingly. The motion was scoonded by Cr Meredith, and carried.
