ENGLISH. London, November 15, Tho Times publishes a letter from Sir 1. Cockbura Campbell, M.L.G., of Western Australia, on tho question of granting Responsible. Government to that colony. He suggests that all mioccupied and unassigned territory in Western Australia ought to remain under Imperial control until handed over to a Federal Government in trust for the future Australian Dominion. Commenting on the subject Tho Times thinks that the scheme for the division of tho colony, as suggested by Sir James 6. Lee Steere, Speaker of the Legislative Council, should prove acceptable to all parties with small concessions from both sides. It is stated that certain untitled'and comparatively speaking, obscure members of the West End Club,in connection with which a horrible scandal was reported a few days ago, are being indicted secretly on charges resembling those which some years ago wore made against certain members of the aristocracy, known as tbe Bolton and Park scandal. The press is protostiug that such charges should not be heard privately, and that a distinction should not bo made between the offenders, some of whom are alleged to liavo been allowed to make their escape. The Tilbury foremau and clerks refused to join tho Labourers' Union on tho ground that to do so would be contrary to their agreement with their employers and cause the forfeiture of their pensions, Many of the labourers were opposed to the strike, which was organised in order to compel tho foreman and clerks to join tho Union.
The Strike Committee has voled £2300 to the Dock Labourers' Union, John Aii-d, M.P, for Paddington S. in the course of a speech, suggested that a Eoyal Commission bo appointed to enquire into and report 011 the labour quoitiun with a Wow to the creotion of courts of arbitration.
