Tho chairman of the Southland County Council : wrote, sending proposed amendments to the Act, in tlie direction of recommending that funds for maintenance be provided from the consolidated revenue; that a central board be appointed for each district, arid'that no district shall bo

maintained as a separate institution

On tlio motion of Or Von Eedin, seconded by Cr Dagg, .*1)0 letter was laid on tu'e The Chairman said it was for tlie present meeting to decide whether tho County should pay the original demand. There.was another demand since for a further payment. His own opinion was that the demand should he paid, as any further resistance would lead to no good result. The South County had decided to resist further,;but they were placed in a different position. They would not require to meet lor months, and they had not been served with writs.

Or Von Eedin moved, That tho Council should continue its passive resistance to the payment of tho demand. He thought if they gavo in now, the Act would be carried on for years as.it was. If they offered passive vesistanco ho did not see that they would be put to any expense. If they went to the extreme they could only be put in prison. He did not think they would resort to such extreme measures. For one thing they were too numerous, and as first class prisoners tliey would be expensive to tap. (Jr. Dagg seconded (lie motion to allow of discussion. Or. Maunsell said he was inclined to coincide with the. views of, the Chairman. If tliey did not put theui in ptison still tlioy had tho power. He' never doubted but what thoy would ultimately have to pay the tl-uipnnt tp show how strongly they felt the injustice'of tho Aot. The Chairman said if payment were not made now thoy would incur further expense. A second payment was demanded aud a threat held out that f hey would be summoned. . The resolution was put and lost, only Crs. Dagg and Von Eeden voting for-it. '. The question of passing the sum, which now amounts to L7oo,for payment was discussed. . .

Or. Von Eeden said he thought : before tlioy voted such a large sum of the ratepayers money they should wait for a' fuller meeting, He suggested that they should write to the Supreme Court-to the eftectthatthey could not pass the sum for payment at present as they had not a full meeting. He thought they should strike a direct rate and call it hy its proper name ■'&: BtpHt-Yogel-Ballanco Poor Hate and'then the people wqiilcl resist it, " "
