PAHIATUA.
(From Our Own Correspondent,) :We have had some very nice rains here this last day or two which have .caused the vegetation to spring beautifully, though somen hat to the detriment of the bush felled that requires burning. Unless we get some more dry weather, future burns will be unsatisfactory. Grass -seeding is about completed now, although, the rain has, in some cases delayed final completion.
A caso was to-day tried in Woodville against two men from hew, by the respective names of Hogg and Eawson who were charged by the local constable, at the instigation of one David Irvau, coachdriver, .with stealing from him a sura of £8 10s. The police having no evidence against the accused they were both discharged, There is some talk of their taking action against Irvan for false imprisonment.
The residents of Pahiatua will in future be well supplied with law, a new lawyer having' settled in the township, a Mr Richmond from the Empire City who intends practising here,
' A man by the name of Clarke died ' in the village settlement last night > who had been very recently an inmate •' of the Masterton Hospital, and who I died of disease of the throat—and this ) reminds me that an application was made last week to the Chairman of this county by a village settler, who was iu very ill-health to get him medical assistance. The: Chairman suggested the Masterton Hospital to . the settler, who accepted the preferred ! help to get there. Now comes the , sequel—On his arrival in Masterton i I understand that the Chairman and other members of the Committeo were quite ready and willing to i admit him, but, upon seeing the medical officer, he pronouncod the . case as one of Phthsis, and in consequence refused him, admittance, and further, as plain as he could, told the man to go back to his home, and prepare to die. Wasoversuch an outragioiis action before beard of, that a doctor should over.rule his Committee and refuse the poor man admittance, after having come so far, and, probably, only for a short time? I do not believe that the saine kind of treatment would have occurred at any other Lospital in the Colony. As to the question of the prohibition of chronic diseases from this particular' institution, can the doctor claim that it has always strictly adhered to this rule? I think not. In fact, your correspondent can go further, and say that, from information which he holds, it has not been strictly adhered to, Then why make this very urgent case a special exemption 1 The end of the whole matter is, as I understand it, the Council mean to take up this Hospital question, and will, in future, in all probability, grant a subsidy to the Waipukurau Hospital, to obtain Hospital privileges. A question of the BastwelPs Tollgate cropped up at the last meeting of the Council on Saturday. Two members, of tlio Council explained that it was the intention of the Wairarapa North County, as soon as the railway is opened to Eketahuna, to sbifb the toll-gate to Hawera, seven miles this side of Eketahuna and close to the .Pahiatua County boundary, 1 This is a suicidal policy, and one which, if carried. out,''-will cause a; retaliation by the Paiiatua Connty, of erecting another gate near to it, and blocking entirely the ti«ffio between this and Masterton, and instead; of ; as was expected, trafflo and business ■ being. concentrated near' : to Masterton and Wellington via Eketahuna, it will be diverted entirely, to Napier and Wellington via Woodyille, Cr Yon Reden, who, I understand, is going to move in this direction, will surely think twice'before he does; Does he not know that he is a repro- , sentative of the Alfredton Riding in i which Eketahuna is included; does he. j not also'know that: the diversion of | the traffic to Woodville, will be an i injunction to his Eketahuna consti- ; tuents. He surely can devise some | measure whereby the maintenance of i the seven miles of main road between | the boundary of the Pahiatua County ; and Eketahuna ; can be provided i for other than: ' by 'toll, -If he cannot, .probably some of '.his 1 ■( constitnents can, jn all 'probability; ( help him out'of the'difficulty, If one i gate is erected, another wiilbe without | doubt,by way bEret, aiiation» ',-,■''..; .'.M, ] .Opposition'is;tho order pf.the.dayj , here now in almost every line, "Op- i position hotels, opposition nearly '| everything else, iind now opposition coaches. From Or Handyside, re-expendi-ture on Ford. .'-.'■ EANoiIUMAU EOAD DISTRIOT. - The Clerk and Eeturning Officer reported that the roll had only just been received from the Property Tax Department, and too late to give the legal notice required before the date fixed for the election by the Council, He pointed out the roll contained niue names of voters, six of whom were absentees or non-residents, and thus the appointment of the Board would virtually fall upon three persons. To avoid this he suggested that as the. new property tax valuations and returns' would shortly be issued, the Council should wait until the new roll from that return which would include, all property owners up to Oct 1,1888, should be made up, The Chairman said it was evident the Eoad Board could not be formed out of three ratepayers. He moved that the eleotion be postponed until the new roll was in force.—Carried.
' BOAD ENCROACHMENTS, In reference to the application of Mr P. 0. Tumor to be allowed to keep his fences on that portion of of the road reserve not in use for road purposes, Or Yon\Eeden said the road was laid off originally as a road and railway three chains wide. The railway had since been made in. a different direction, and the Government on one side had reduced the width by one chain, On the other side there was still a chain between the settler's frontages, and thtf metalled road. Several temporary buildings had been put on : this .reserve by men employed on the railway works, and had- been since abandoned. The property owners now asked permission to fence in the laud it front of their seotions until the Council required such land.
It was resolved on the motion of Or Von JReden that permission be given to the settlers to fence in the said. land, from the native reserve' southward on the Eketahuna, Main Eoad, within a half ohain ot. the centre of the.metalled road. ■ , SETTLEMENT OF ACCOUNTS. The Clerk of the Pahiatim County Council wrote' covering - a resolution from that body to the effect that as the settlement of accounts only -went back to March, 1888,1 they had decided to place tho accounts in the hands of:the Auditor-General ml accordance with the Act.
engineer's sekvioes The Council resolved, m answer to an application from Mr J. Dawson, that; they would not object to Mr Breinner inspecting the Kahautara bridge provided it did not interfere with his. official duties or encroach upon the time due to the Council. CHARITABLE AID BILL. 11l reference to a letter from tho Whangaref County Council asking the Council's support in getting the Act amended in the direction of making native lands liable to be rated for the support of hospitals and charitable aid, The Chairman stated that a circular had been received from the Government indicating that aboriginals would have to bo treated in the matter of receiving support the same as Europeans, and only hi extreme cases would the Government contribute anything towards the expense. _ Or Meredith pointed out that in districts where native land predominated an injustice might be done to thorn in any such rating. It might be vice vma in other cases where the lands held by natives was inconsiderable.
. After some' further discussion it ,was resolved to agree to the request of the Whangarei County .Council, and to sign and attach the seal of the Council to the petition from that body. LEGALISING KOADS. In reference to the 'letter from the Masterton Boad Board, the- Chair-1 man said it seemed to'iim by what ■cropped up at 'nearly every meeting of the Boad Board and Council (hat thero existed a■■ great necessity for legislation upon the question of legalising roads. There were many, roads in the district on whioh public money had been spent, and no objection had been made thereto by the owners of properties through which they ran' until the Crown grants matured, and then they were' closed: against the public. If the attention of Government were called to the matter,;'they might; be induced ■ to' bring in a measure to legalise'roads under certain conditions if they had been in use as public thoroughfares', It was a question the Council ought to take up.-' : : - Cr Dagg moved that circulars ,1)6 sent to the various bodies in the'area comprised /in the old Provincial district asking their co-operation hi the, .question of getting ''. roads that had been in use as public roails, and on .which public'money h'adi been expended legalised as such where: the ;Cmwri grant had since matured,:,''/ ; / Cr Handysideseconded the motion, which -was ■; discussed ;< and ■ finally carnedj-' K : :: : s //^'■■-I ;^'V^' "'-' : 'o- ■'.'
