Lincoln College-" ' ~/£ '■' Timaru, February 7. *V ' At the Education Board to.day the' Rev W. Smyth moved that the Education Aot should be amended to,, allow Boards to offer scholarships tenable at the Lincoln Agricultural College, for two reasons. It is' necessary to do what is possible to } advance agriculture, and it is necessary to do something to improve the ; attendance at the College,' or it should be closed. Mr J, Talbot, a , practical farmer, condemned the College as utterly useless. The farmers would not send their sons if paid for it. Many things were taught' there which were useless; but how f to make farming pay was not taught, ' V as the College farm loses over £IOOO a year, though there is no rent to ' 'pay. There are only twenty pupils there now, ten of whom are from ~ England, probably for other reasons than to learn farming. So far only M twentyfive certificates of competency have been issued 'since the oponhig / *T in 1880. The motion was withdrawn till the report of the Commission of Inquiry was received. Quarantine Regulations.

At a meeting of the Canterbury Cattle Board it was.rebolved, " That, in view of tho probability of several lots ot stock arriving about the same time, but by different stoaniers, which would necessitato different periods of quarantine, the Govern, ment be requested to place'the Boaid in sufficient funds to suable tfiem to provide the necessary accommodation for keeping stock entirely soparate while quarantined; also, that the Government should be requested amend tegulation 8, pait, of thlfft qnarantine regulations (Gazette noticeNo. 53), to allow of foreign stock being landed from the off side of the ; vessel at the wharf instead of in the. stream. The following resolution, which was passed by the Otago Cattle Board on December, 3rd, ; 1888, was - unanimously adopted, and the Inspect v tor was instructed to inform the.. 'ijk/ : . Government accordingly,—"ThatL •• representations be, made, to the Go- ■ yernment nrgiug the necessity >of immediately imposing a five months' quarantine on ill cattle arriving from Australian ports,"
