ALBERT-STREET BpOCKADK. • '.Residents of Albert-street petitioned to ljave the fence removed from across Albert-street, where it had been erected at tho boundary of Wrigley and B.entley's Estates, 1 The Town Clerk stated the land fenced off wss a section owned by Mr Caselbcrg, It was originally bought by Mr J, Wfigloy from Mr McEwen for tlio purpose of continuing tho street to Villa • street. The arrangement was made by Mr Wrigley during Mr Williams' Mayoralty, and the agreement for the tjapsfcjps by tlie Iqte Mr Qifdi'eatone, Mr Molwen, he understood, had bought from a Mr J. Cr Parsons said tho matter had come before tho Council some twelve months ago, and enquiries were made at the time, which showed that the laud in Albert-street had originally belonged to Mr Smith and had passed into the hands of Mr T. Lowes then to Mr Nathan's andfrom him to tho present owner. Mr Wrigley had purchased the portion required to mako the road, but there being a mortgage over the tho whole land the title could not be obtained. The Mayor said it appeared to him that the. Council liad taken 110 security that the conditions .were carried out when they had accepted the plan of VVrigley's estate. No doubt the sections abutting on Albert-street were of greater value with a through road than they would be with a blind street, and if the purchasers had any claim for compensation, it would be against tho vendor, Mr Wrigley. After some further discussion it was resolved that the Mayor and Cr Gapper make further enquiries, and report at the next' meeting of tho Council.' . •

THE UNITED, DISTRICT AID BOARD. , 'A letter was read from tho Clerk of the North County Council pointing Out the necessity forappointing some one to fill tho vacancy caused by the resignation of Mr G, Beetham on the Board. A memorandum was also read from tlie Secretary to tho Board notifying a meeting of the Board on the 18th inst.j to consider tho Councils opinion upon tho mandamus served upon them by the Wellington Benevolent Society requiring it to compel tho local contributing Bodies to pay their contributions, CrCullen moved end the Mayor seconded that Mr E. S. Hawkins be nominated aud asked to act on behalf of the Wairarapa district Aid Board, Carried. , The Clerk was instructed to communicate with the Greytown Borough Council, and Mr E. S, Hawkins pa the subject. ' lIACKNEV CARRIAGE LICENSES. !

Applications for certain hackney carriage licenses wero rnado and granted. Mr A. J. Hathaway was appointed Inspector of tho same in accordance with by-law 115. WORKS COMMITTEE. The Committee recommended tlmt. in reference to Mr 6, M. Boss' application a drain be cut iuMrJudd's land. That notice be given to Messrs Thompson, Shannon k Co and Mr A. W. Renall to clear away gorse abutting on their properties in Lincoln road.

Or Gapper in moving the adoption of the report said tho road had never been accepted by the Council, and that a culvert was required to drain the road. The flax and gorse on it was a nuisance and the/owners ought to be called upon to clear it. The land was part of the B.entley's estate. Re Cr Carman's motion to borrow monoy to pay off special loans and make roads, the Committee recommended that the Mayor and Town Clerk be authorised to make enquiries in Wellington and« elsewhere, and through Mr 6. Beetham M.H.R., as to the possibility of raising money at the rate, aud for the object required. That in reference -"to Mr Kingdon's claim for a bonus, ; for sinking an Abyssinian woll tho supply of water was not satisfactory, and that a special meeting bp called, and the Volunteer Firo Brigade invited to attend and givo evideuce. .Be the grant to tho Park the Committee recommended that tho question of its legality Ije submitted to the Auditor-General for his opinion before thesamobe paid.,, Tho report was adopted. Tho Committee recommondnd that Hie doorway of tho retort house be widened to admit of a cart backing in, the cost to be about £8; also that the; toudor of Mr Cowie's for the supply of limo at £2 5s be accepted. In reference to making asphalte, Or Fitton said if tho Council had the asphalte all roady made they could quickly dispose of it. Tho Works Committee could buy it for malting footpaths as eeveral applications were in, notably Messrs Casolborg k Co., and many privato individuals would purchaso it. If they did not do that, tho Council would have to buy vessels in which to store the excess of tar. In reference to the leakago in tho tank, tho wator had been cut off to ascertain whether the leakage was in the sides or bottom and it was considered to be in the former. The water now stood at 6 feet lynches, and i lie did not think it would'recedo further, He estimated it would only take 88 feet of clay to puddle round the walls. If the Council were likely to 'get into trouble through using the water from /the creek, a windmill could bo erected at a small cost. 'j Cr Parsons said that a second test had been made of the lime and it waß in favor of Mr Cowie's sample.. The purifier was not considered a good tesfc'for the lime, He would move that tho tender of Mi' Com-for limebo accepted. Seconded by Cr Fitton and carried. The remainder of the report was adopted, v iind the account passed for payment. . i 7

The Town Clerk was granted leave of absence for ouo week, to commeneo on Monday next, BALANCE. Tbo Town Clerk reported the balanco sheet for tho half year had been duly audited »and forwarded to the Auditor-General for his signature. LOOSE BOX FOR' COUNTRY COUNCILLORS. CrGapper produced an estimate for a three stafi stable for the convenience of Crs residing at a distanco in stabling their horses during Council meetings, He moved that the sum of £7 10s bo appropriated for the; purple. On tho motion of tho Mayor the (jucsliou was held over. OPENING ROAD. On the motion of Or Chamberlain tho Works Committeo were , authorised to expend a sum not exceeding £5 in clearing Judd's line of logs, and stumps to permit of wheol traffic, Tbia concluded tho business, .
