. We cannot close onr eyes to the fact, writes tho Waikato Times, that pauperism is on an increase in tho Colony. Tho blot on our political body sprang up with the progress of tho Public Works policy, and has beeij loft a shameful bgacy to the taxpayer as one of the penalties for a prodigal career. The Charitable Aid Institutions, by whoso means the. State legalises pauperism, degrade the .people, stifle tho philanthropic instincts in the human breast, r and check the efforts of privato charity and benevolent- enterprises. •' ..

In an experiment which was recently made at Tours in Franco fur tho purpose of testing the comparative rapidity of different methods available for the transmission of orders and despatches in wartime, a bicyclist got the hotter of two heavy dragoons,- a couple of hussars, and a pair of "war-dogs," yielding only to the superior powers of a brace of carrier pigeons, These accomplished the distance—between two and three miles—in 5| minutes; tho bicyclist got over it in 7 minutes 5 seconds, whereas the dragoons and hussars, galloping at top speed, took nearly a minute more, and tho dogs camo 30 seconds behind them. It. is only fair howover to add that another bicyclist who engaged in tho contest, was beaten by both tho horse-soldiers and tho dogs, while a couple of trioyclists, who likewise started, woro simply •' not in it."'
Liko all great cities, Paris counts a largo number of curious and out-of-the-way industries; and by no means tho least curious of thein is tho purveying of animals for anatomical purposes, According to a description which a Parisian journalist has just given of a menagerie of animals destined for tho vivisector's dissecting table, the industry should bo a very paying one. Dogs, cats, and frogs aro chiefly dealt in, ■ Tho latter cost the purveyor's nothing, being fished up in large numbers from tho Seine, while tho dogs and cats are supplied by street arabs, who seize ovory stray cat thoy can lay their hands upon, and are rewavded by a fow coppers from the enterprising dealer. This astuto gentleman ltoops a careful look-out for the advcitisements of lost cats and dogs, and many, and often substantial, aro tho rewards ho receives for restoring them to thoir sorrowing owners, Then, if too many frogs have been fished up, the superfluous ones aro sold to tho dealers in the Hailes,
Tho Pahiatua Star, commenting on tho absence of bona fide settlers in Special Settlement Associations says Speculation in Woodville-Mangatainoka sections is pretty brisk.' The' Examiner states that "some members want£s per acre for their interest in sections." It is a scandalous Bh'aine that the pick of -tho Mangatainoka land should have been allotted to a parcel of speculators ; and this is called Special Settlement I At the tiino the Association took up the lands thoro woro scores of men desirous of acquiring this land for actual settlement; but they did not belong to the ring, and consequently no opportunity was afforded them of becoming settlers, It looks well for nearly tho whole of tho block to bo in tho market immediately after tho drawing, and without having elfectod any improvement numbers only want £5 an ncro for their interest. These are tho men who clamoured for the railway, and got it to help them in their little game of speculation; whilst hardworking bona lido settlers, who had an undoubted claim, were treated with contempt. There are times, wo'admit, when it becomes necessary for certain members of those Associations to dispose of their interest, but it was nevor intended that a whole block should bo allotted merely for speculation, This is tho case, however, with regard to the WoodvilloManga'oinoka Special Settlement Association, They have beon bent on soiling so soouas they know what to sell; and this time lias arrived, and tho land is in tho market. The soonor they sell and give tlioso who want tho land a olianco, the better; but it docs not alter our opinion that these men obtained tho block under false pretences.
