Among our last supplies of parliamentary papors is a bulky specimen entitled aptly •' Beacliff Lunatic Asylum' - which is labelled as follows: approximate cod of paper and printing, exclusive of plans, JI2G." What the value of the plans may be we know not, but they are of a very elaborate character, giving views of the Asylum from the North, from tho South from the East and from the West, depicting tho edifice as it should be, and as it should not be. In ouo plan there is a sound asylum, in another there is a a cracked one, There is a diagram of everything about the asylum but the lunatics, and'these can be imagined in the affair without auy formal introduction. Wo may fairly assumo that this particular parliamentary paper costs the country about £3OO, and we may well feel bewildered if at a time when there is an outcry about severe and drastic retrenchment instances of almost profligate and inconceivable extravagance are thrust before the public with a Government and Parliamentary stamp upon them. The whole story of tho Bcacliff asylum was told more than a year ago by the public press—a valuable stone building of gigantic proportion, was constructed on a shaky site, a portion of it bulged and cracked, and it had to bo taken down and put up again. All this is old news, but according to all authority and precedent a commission had to bo appointed to find out who was not to blame in the matter, and no doubt the expense of the commission and the score of witnesses examined by it must have cost tho Colony a pretty sum. There, however, the evil ought to have been stayed and a ruinous expense arrested; but no, the first loss must be followed by a second and the second by a third, and the history of a curious piece of architectural and engineering bungling is given to the Colony at a cost of about £3OO. No-, body will read it, of course, Lifo is too short to peruse the 181 gigantic pages which record the blundering and bungling which took place when the asylum was erected. For all practical purposes tho true story was told by the press and believed by tho public when the wretched structure collapsed, No man, whether M.11.R. or fireside politician, would dream of wading through the interminablo and dreary pages of ■ this record, and that it should bo printed only shows what a farce the House plays when it apparently sacrifices everybody on the sacred altar of retrenchment, while at the same time it flings away hundreds and thousands of pounds in tho printing of useless public papers and valueless Hansard reports.

Bacon, of the firm of Bacon & Bright, stoanuaw mills, Eketiburnt.' "Whilst ho was employed at tho planning machine his left hand camoin contact with the chipping knives and- ho received such injuries as necessitated a journey to Masterton. Dr Hoskings, who dressed tho hand, found it necessary to amputate one finger which wascrushed two other fingers bomg . considerably damagod, Eailway communication with Dnncdin both North and South, is now stopped. Tho southern express only came as far as Clarkesvillo (just south of Milton), and had to Btop there, as there was 4ft of wator on the line. The Outram branch lines aro also under water, and local trains have ceased running on it, All eflorts to get tho northern line clear by dark failed, and. the railway is blocked. Arrangements have beon mado to seud tho mails by coach to Waitati, and connect with tho train there. In town the damage dono by the persistent rainfall is very slight, but as it still continues, though not so heavy, fchero is sonous danger of slips occuring as tho ground bO' comes saturated. In tho North-east Valley tho lower portions had .about 2ft or so of water, An adventure in which " Johnny'' sinned is related in tho Wellington Press. On Tuesday morning as a dimiuutiyo and oxceodiut'ly ugly Chinaman was wending his way on his rounds at the bottom of Cottervillo Terraco ho was accosted by a big swarthy navvy. The navvy began to jeer tho Chinaman, and tojk a lemon from him. " John" demanded it back, but the big man laughed at liim, whereupon tho vendor of fresh vegetables immediately dropped hisbasketand 'slipped into' Mr Navvy, first with his fists and then with his bamboo, Ho belaboured the man, and made him howl and run. The Chinaman chased him down the street, and on reachiug tho Junction Brewery tho navvy picked up a hugo stone and closed with tho 'Chinamen, with tho intention of braining him. At this moment an official of tho-\\ ellinston Manawatu Railway Company happened to como up and interfere, whereupon tho cowardly navvy commenced a volley of the most filthy and disgusting abuse, He howover was promptly shut up, nnd'ns the two combatants walked off tho plucky littlo celestial was loudly cheered by the largo number of people who had by this time arrived.
A most interesting sequel is reported intho Proas to tho apparently most remarkable and inoxplicibb attempted murder case, that happened on the new reclaimed land, Wellington, on Sunday night recently reported, It will be fresh in the memory of all that tho hero stated that tho assault took place about ten o'clock, Detective Benjamin, who has been carefully following the trail up inch by inch, was to-day able to throw tjuitc a different light on the subject. In the course of his investigations he got information from some of Cousins' friouda as to his whereabouts on Sunday evening, Thos. Reid, a man employed in Mr Soffe's (cabinetmaker) establishment, states that hornet Cousins on Sunday evening at 10 or 9,45 o'clock. John Luckwood, a tailor, and Charles Mitchell, son of the coachbuilder, joined them, and they went to several places which can bo proved, and thoy state that Cousins was not out of their company until midnight, This information, which is entirely reliable, loaves Cousins under the necessity of obtaining some conlirmation of tho statement ho made on Monday, or of lying under the odium of having invented a chavgo of robbery and attempted murder to screen himself from the cousoouences of a position he was unable to face. Datectivo Benjamin deserves great credit for the perseverance ho has shown in following up the case.
