Wairarapa North County Council.
The regular monthly meeting of the Council was held on Tuesday. Present Crs Maeltay (chairman), Crewe, Dagg, Chamberlain, Von Eeden, Maunsell and Beetbara. ~
The minutes of tho previous were confirmed. Charitable Aid.
The Secretary of the local Benevolent Society wrote stating they were out of funds.
Or Yon Eeden was in favor of not giving any further guarantee to the Society.
The Chairman said there was no ■doubt the Council would have to pay in tho long run, and the poor peoplo must be considered.
Cr Dagg said tho danger was that the Council would have to pay the full amount to the District Board.
The Chairman explained that they would not have that dauger to fear as the arrangement with the Society was to refund tho money to the County. There was a good deal more poverty than people were aware of, He thought the County should bo represented on the Benevolent Board. He moved that the same guarantee be given for a further term of one month, and that Cr Chamberlain be asked to bring tho resolution before the Borough Council at its next meeting, Cr Bcetham seconded the motion. Carried.
Cr B. D, Dagg was appointed to represent the County Council on tho Benevolent Society.
Dairy Factories,
A letter was read from the Forest and Agricultural Department asking for_ suggestions in ■ connection with Dairy Factories, and the resources of the Country for supporting such purposes, and stating that Mr MoCallum would visit tho various districts for the purpose of giving instructions in factory workings. The Chairman stated he had heard from Mr G. Beetbain on tho subiect, and it was intended to call a meeting of farmers.
Cr Beetbam moved that when it became known that Mr McCallum would visit the district ho should advertise the same and mako.arrangementsfor meeting him. Seconded by Cr Maunsell and carried,
Special Loan,
Ep the special loan of £BOOO the Chairman moved that as soon as the Council is informed of tho loan being granted, Mr Bremner be instructed to proceed with the work.
Cr Dagg was of opinion that the work should be proceeded with forthwith, so that the tolls should be collected from the traffic arising from the wool season.
The Chairman altered his motion accordingly, and it was adopted in its amended form. ; License Fees. '■'

Pound Ch> hoes.
Mr D. M. Brook wrote slating that a charge of lis Gd had been made upon two horses impouuded in the Mauriceville pound, which included a charge of 7s fid for notice. - Ho asked if such a charge were legal, ' • Mr J. Eossiter wrote upon the same subject. . Cr Dagg pointed out that it was for. the parties aggrieved to take action against the poundkeeper and ranger if illegal charges were made. Further consideration was held over for the Pound Committees report.
Main Eoad. ■ The Pahiatua Town Board wrote applying for control over main road running through its district. ' ; Tho Chairman said it was likely that a separate County would be formed at Pahiatua, and it was not advisable to take action at present.:
It was resolved to inform the Town Board of the position'of the North County in the matter and .to state that the Council would be prepared to consider any application for work required to bo done on that portion of the road referred to.. '■''-. •- t Wheel Tibes. -,. .
Mr McGee was appointed Inspector under the Wheel The By-laws on the Taueru road. I Finance. ".".■;./■
The Treasurer reported receipts since last meeting £SBB 2s 7d. Accounts amounting to £298 12a: 8d were recommended for payment.
The Committee also recommended that the sum of £IBO 12 lOd for for interest due to the Government on the Ist August next be passed.
It was resolved that the Committee recommend the Council to fix l|d for large cattle and one farthing for small cattle as fees for inspection under section 24 of the Slaughter-houses Act, 1877.
It-was resolved that in the opinion of this Committee the' attention of Inspectors of Slaughterhouses ho directed to sections 28 and 29 of the Slaughter-houses Act, 1877, under which slaughtermen are obliged to retain nil brands and earmarks on skins of animals slaughtered by them, under a penalty of £2O. The report of the Finance Committee was read and adopted,
Cr Crewe moved that overseers of Slaughter-houses and Inspectors ho informed that the Act will be strictly enforced, more especially with regard to clauses compelling a record- of brands to be kept. Carried. . Impounding Committee. The report of tho Committee appointed to report upon the various complaints re impounding charges was read and adopted. Your Committee beg to suggest tho following resolutions, viz., In tho first section, part 3, that in giving notice of detention of cattle the maximum charge shall not exceed ten shillings. That the sustenance charges iu tho 2nd schedule b9 altered from 2s Cd per head lor horses to Is Od and from Is Cd to Is for each head of cattle. Your Committee also recommend that poundkeepers be notified that they cannot charge mileage when giving notice.of the impounding of stock. The Council's attention is also directed to the necessity of taking stops to bring in a bye-law, under section 81, sub' seotion.ls of the Counties Act, 1886, to prohibit the runniug at large of pigs,
J)r Dagg moved, Cr Beetham seconded, That a by-law be framed that wbore unclaimed pig 3 trespassed on the main roads tho same may be destroyed.
Black Hwamf Eoad, Tho Engineer reported upon the protection of the road known as tho Black Swamp road. An artificial bank would require to bo mado and a dam put in tho Whareama river near Laugdon Bros, run, Beforo any benefit could be felt from these protective works the bridge site would have to be extended. At present the bridge in winter was of no use, as a lake was formed on one side of it.
Cr Maunsoll moved, and Cr Beetham seconded that application bo made to tho Castlepoiut Boad Board asking whether they would be prepared to advauco a sum of .£2O towards erecting a dam for the purpose of protecting the Black Swamp road.—Carried. Engineer's Bepoht.
The Engineer's report was read. Be sledging timber, the Inspector, Mr T. Kennedy was instructed to take immediate action against Carnell, if it is repeated. It was resolved that tho recommendations in the Engineer's report be adopted, Bates. It was resolved that a special meeting be held on the 28th July for the purpose of striking the annual rates. The Couucil resolved itself into a special meeting to strike a special rate under tho "Loans to Local Bodies Act."'
It was resolved that a rate of oneseventh of a penny iu the £, for the purpose of paying iuterest and principal on a £2GO loan for metalling the To Ore Ore-Bideford Road be struck. The ordinary business was resumed, BESIOVAL OK TIMBER,
On tho motion of Cr Crowe, seconded by Cr Beetham, it was resolved that persons desirous of making use of the timber on tho road reserve through Pahiatua must apply to the County Engineer for permission to use it.
It was resolved that the Council put in a culvert at the junction of Mangahao and main road at a cost not exceeding £B.
Resignation,
The Uhairman, Mr T. Mackay, stated his intention of resigning his position as Chairman, and as a member of the County Council, Cr Beetham eulogised the Chairman's conduct of the Council's business during the number of years he had been connected with the Council. He expressed his great regret that Cr Mackay did not see his way clear to continue the Chairmanship, Ho moved that a hearty vote of thanks be accorded him for his services. •
