The Wairarapa Daily. WEDNESDAY, JUNE 6, 1888. How the Tariff will Work.

The question of how the tariff will work in this colony can but have one answer, and that is it will increase the cost of living, and it would be a mistake to assume that the additional burden it imposes will prove a nominal one. A five per cent on one article, and a ten per cent 011 another may not appear formidable, but the consumer invariably pays far more than the actual tax levied, more especially when the impost is of a protective character, In America, for example, the sugar interests have been protected and the Kansas Banner thus epitomizes the process : The people paid fifty millions tax to have the sugar interests protected, and in turn the latter formed a " trust" and taxed the people forty millions more for being such fools.

This special experience may easily be repeated upon a proportional scale in New Zealand and applied to any protected article. Our Colonial Kansas Banner of the future may possibly have to write.

The people paid twenty-five thousand pounds tax to have the woollen interests protected, and in turn the latter formed a " trust " and taxed the people twenty thousand more for being such tools.

The effect of the increased duty on woollen goods will be to shut out foreign competition. The half dozen or so woollen factories of New Zealand will then have a monopoly, and if they do not quickly form a trust to regulate prices, they will, in business capacity, be far inferior to the traders of the United States. The members representing this district and others who share their opinions do well to carefully ivatcli the introduction of the protective wedge, but at the present time the paramount duty of the legislature is to make absolute provision for the financial stability of the Colony. This responsibility Sir Harry Atkinson has undertaken, and we sincerely trust that the opposition to his proposals though it may modify them, will not result in arresting the important work upon which he is engaged.

The meeting of the Masterton Library Committee, convened for last night, lapsed for want of a quorum, only Crs Muir and Macara being present, Wc arc requested to draw attention to Messrs Lowes and lorns' new list of sales, which appears in their column 011 our third page. Upon hearing the letter of tho Chairman of tho Masterton Road Board read at the late meeting of the Wharcama Board Mr R. R. Meredith said;" Mrßeetham is wrong, When this Native land was subdivided the road was duly put upon the map with the consent of the Native owners, and is a lawful road. Mr Moore: When was this done ? It. R, M.: Oh some years ago, when the land was put through the Native Land Court, Mr Moore: Are you sure of this ? R. R, M.: Perfectly certain, Mr Moore: Your statement is incorrect, On the 24th May I went to Greytown and there saw the Native owners of this block and also Judge Mackay, who told me that the land was not subdivided, no road had been put upon the plan, nor had tho Native owners consented to this line of road. The natives told me that Mr Meredith had offered them M 0 to sign an objection to Rawson's line which they indignantly refused to do. Mr E, Meredith : Meaning me 1 Mr Mooro: I understood them to mean you when they said Meredith. Mr Meredith: I distinctly deny having don? so. Mr Moore: More than 0110 told me that" Meredith" had done so—it may have been your son.

In opening tho South Australian Parliament the Governor referred to the improvement in tho condition and prospects of the colony, which was mainly attributable to the beautiful harvest, the increase in the wool clip, and encouraging results of mining, Thero was every reason to expect that the expenditure of the present financial year would be well within tho revenue, and that a policy of strict economy would render additional taxation unnecessary,

We draw attention to a full advertisement in'anothor column of the sixth sale by auction of the Wellin»ton-Manawatu Railway Company's lands. The sale will be conducted as usual by Messrs 'l'. Kennedy Macdonald and Co., at their auction rooms, Wellington, on the 26th June current. According to Fire and Water, FioldMarshall Whitcomb, of Boston, U.S.A., has been ieeently experimenting with rats and matches, shut up together in a cage, in order to ascertain whether they were likely to cause fires or not. In tho absence of other known cause, frequent fires have been ascribed to their agency, while at the same time many underwriters affected to scoff at the idea, The question may, however, now be considered as settled, The very first night that Marshal Whitcomb's rats were left alone with the matches four lires were caused, and not a day passed while the ospprir ment was being tried that fires were not set in this way, The rats were well fed, but they seemed to find something in tho phosphorus that they liked. It was noticed that only the phosphorus ends were gnawed, and in nearly every instance the matches were dragged away from tho spot where they had been laid.

All irreparable IO3S has beon suffered by Mr Reischek, the well-known naturalist, in the destruction of a valuable collection of birds, which he had fathered during his six months' sojourn in the fastnesses of the south-west of Ofcago. A case containing about 400 skins and £SO worth of rare birds was placed on board the Government steamer Stella, after repeated injunctions to keep the consignment from sea water. Immediately after her arrival in Auckland last iveek Mr Reischek had the case opened, when, to his horror, ho discovered that the sides of the case were thickly encrusted with salt, and tho whole of the precious s kins a mans of pulp.
