Wairarapa North County Council.

Special Meeting, A special meeting of the County Council was held on Wednesday afternoon to take into consideration the legal opinion of the County Solicitor on the question of the Council's power to make alterations in tho representation of tho Masterton and Whareama Ridings. Present: Cra T. Mackay (chairman), W. H. Beetham, Maunsell, R. D. Dagg, and E. Meredith. . After the solicitor's opinion had been read, the chairman expressed an opinion that they could only deal with theLiylepoiiit and Akitio ridings. TheHPre was likely to be a slight complication as to which of the ridings was entitle to two representatives. He thouglrpio difficulty re alteration of the other boundaries could be got over by an order in Council from the Governor. Cr Dagg thought they should pass resolutions defining tho boundaries, as it was a duty devolving upon the Council according to the wishes of the ratepayers. Then if the matter could not be altered by the Governor, no blame could be attached to the Council for not having done their duty. The Chairman said the question was—Would it be legal to pass the resolutions until they had received an order-in-Couucil, legally authorising the same. Cr Dagg: They could pass the special order, and give effect to them by-and-by. Cr Maunsell was of opinion that the Council should have some definite grounds for passing them. It was resolved, on the motion of CrDagg, sMidect by Cr Beetham, thatthta County Clerk be instructed to draw.up a statement of the case to submit to the Governor, and ask him whether an order-in-Council can be made to enable the Council to give effect to special orders immediately on their passing. Cr Dagg, for the information of the Council, intimated that the Masterton Road Board, at their last meeting, had taken action to get the necessary signatures for the carrying out of alterations, if earned by the Council. The meeting then adjourned.
