London, December 16. It is rumoured that Sir F. A. Weld will succeed Sir J. Pope Hennessy as Governor of Mauritius. Lord Randolph Churchill, speaking at Stockport, predicted a budget surplus of two or three millions. The sovereignty of New Guinea will be proclaimed in three months, and Sir Anthony Musgrave, Governor of Queensland, will receive the appointment of Colonial Secretary.
The Invalids Russe states that Russia is now iu a position to confront the entire peace league, and that she will continue the defensive measures.
