NORTH COUNTY COUNCIL.
The postponed monthly meeting of the North Wairarapa County Council was held yesterday (Tuesday.) Present—Crs T, Mackay (chairman), R. S. Hawkins, J.Smith, W. W.McCardle ft, Dagg, F. Maunsell and E. Mere-, ditb. ■
~The minutes of the previous" meet ing were read and confirmed.
.' ... .. CORRESPONDENCE. ' • The following correspondence .was. , read and dealt with : From Mr R, R. Meredith, complain- ( ing of cattle being allowed to stray upon the County roads, and doing considerable damage to the Waipoua river embankment. The Clerk was instructed to ascertain if the. Masterton Borough Ranger would be willing to undertake the duties of ranger over a certain radius of the County roads. With reference to the same subject, Or Smith moved that the roadman on the Alfredton-Tiraumea Iload be requested to keep his own cattle off the County roads, and to carry'out the instructions of the Council, by reporting to the Engineer, any cattle straying within his district. Seconded by Or Maunsell and carried, From the .Registrar of the Supreme Court, re absentee rate defaulters, and tho mode of procedure for the recovery of the amounts due, also requesting a guarantee for expenses in connection with any action ho may take on bolmlf of the Council re the same. Considerable discussion ensued on this subject, several members arguing that it was an injustice, to the absentees to sell the laud to' recover the amounts due, that the property might not realise the amouufc owing for rates, and that they might pledge themselves for a larger amount than they anticipated. It was argued on the other side that the Council was suffering an injustice, as rates were owing in some cases for about twenty years. It was decided that the nocessary guarantee be given to the Registrar. Mr John Wyeth, of Pahiatua, wrote informing the Council that he had employed labor in removing slips off the road during the recent heavy rains so as to admit of the traffic being resumed. It was resolved that the amount for labor dono bo paid, tho matter being left in the hands of the engineer. .'Mr Johu Tucit, of Eketahuna, made an. application to remove or chain up the pump on tho road reserve opposite his hotel, as it ■ was used by everybody and coutinually got out.of order, and he bad to bear, the expense of keeping it in •repair. The matter was deferred till after the new bill regulating tho width of the road through the township had been passed. '"' . The secretary of the Wellington Special Settlement Association wrote informing the Council that the Association had fallen a strb of bush.along the road lino through their township and made a claim upon tho Council for tho expenses incurred in connection with the samo. Tho clerk Was instructed to inform the Association that they could not recognise the claim. An application was received'from the District Charitable Aid Board for the second instalment of the annual payment due to the Board, This application evoked a discussion on the question ot hospitals and charitableaid generally. It was resolved, on the motion of Or Hawkins, seconded by Or Dagg, ■ That the County. Council' invites the South County Council and tho Boroughs of Masterton, Greytown and Cartorton to concur in trying to obtain such amendments in the Hospital and Charitable Aid Act as shall give to each County, including therein the Borough or Boroughs withiii it, in relation to Hospitals and poor rate relief, tho management of its own affairs, independent of tho other, and of any other County or Borough. That with a view to effect this, the County Council of each County should within its County be exclusively charged with all the duties, and have all the powers of an United District Charitable Aid Board, and of a Hospital Board, such alterations being made in the Act as may be necessary to make the Council orders as a Board uuder the Act valid against the Council as a rating authority. A copy of the resolution was ordered to be sent to each of the Boroughs, and County named. An application was roceived from the Pahiatua Town Board for tho sum of £75, tho amount promised by the Council in Settlement of all claims of the Riding ot Pahiatua upon the Council, Acceded to, on tho motion of Or McCardlc, seconded by Or Meredith, FINANCE REPOKT. Tho report of tho Finance Oomtnittoo was adopted, recommending that accounts amounting to £31612s Id be passed for payment. FAHUTUA, Or McCardle explained that a meeting had been held at Pahiatua, and the County electors had passsd a resolution asking tho Council to hand over the mauagemont of tho Forty Mile Bush Road within tho riding, to the Pahiatua Road Board. A petition was now in course of being signed with this object, and he asked the Council to allow the matter to stand over, and not strike-a rate over that district till , nest meeting,—Agreed to. .. ■;...... SPECIAL MEETING. ': . ! A special meeting was held and special orders were passed adjusting the boundaries and the representation of the various ridings in the County. Cr Dagg protested against the proposed boundary of the Masterton riding. OAHANGA FERRST RESERVE. Mr Baker waited upon the Council with reference to the above reserve, stating that he was bound by the ; Licensing Bench to build within twelve . months, but he could not see his way to spend any money on the place 1 unlets he got the lease extended, or a 1 guarantee from the Council that it would be renewed. If the Council could give theguarantee he would begin to build at once.
The Chairman explained that, the title had not been individualised by the Native. Land Courts, and there was no. one in a position to deal legally with it. ■'• ~.-.
Mr Baker explained that he was ai
the mercy ot tho Licensing Bench, and that bis license ended in June next. It was resolved that representations bo made to tho Native Minister to urge him to press forward the individnalisation of the titles of the reserve. , Mr Bagev called attention to the leaky and dangerous state of the ferry boat. It was very small, and he had been'compelled to use his private boat for tho past six months. He would refer the Council to Mr Handyside on tho question. It was decided to request Mr Handyside to report upon the state of the fsrry boat. ... .'..". '.' ' Cr Meredith thought that the Council should adopt some means of controlling the Jerry boats in the County. Some oi them were-allowed to grind their bottoms out on the boulders. Mr Baker also called attention ;to a sum of money the Council were going to allow him iu consideration of j the number of people he put over the Ferry free of charge. On reference to the minute book, it was discovered that a notice of motion on the subject, given by Or McOardle, had been alio wed to lapse, and Or MeCardie again gave notice that ho would move in the matter at the next meet ing, • ENGINEER'S REPORT. The Engineer's report (which will appear in to-morrow's issue) was read and adopted, and the several recommendations contained therein were ordered to be carried out. OESKRAI. BUSINESS. It was resolved that Mr McHutchon be paid the sum of £3 in satisfaction of his claim for obtaining signatures to a petition bo carried round for the Council.
It was decided to request the Inspector of Police to nominate an Inspector of slaughterhouses for the North County Council, and on the nomination being made tho appointment be signed in due form. It was resolved, on blio motion of Cr Meredith, secouded by Cr Smith, That Cr Beotluun be asked to give the guarantee ho promisud to tho Council, re the new bill dealing with the road reserves at The Clerk was instructed; to J tako, tho necessary steps to raise tho sum of £BOO for the Upper Taueru Road Board under the "Loans to Local Bodies Act, 1886," The Council then adjourned.
