Pabib, October 5. LM. Fleurens, Minister "of Foreign Affairs', has received a communication from the Premier of Madagascar, in which the latter urgently desires the Frenoh Government to arrange the difficulty between the Malagasy Government and the French Resident. October 6. . It is officially announced here that diplomatic relations have been resumed between the French Resident at Antananariro and the Malagasy Government. London, October G. It is probable that two torpedo cruisers of the Mohawk type will be added to the war vessels on the Australian station. Advices from Madagascar state that the French Resident there has resumed relations with the Malagasy Government. There is intense jubilation at the alliance between Germany and Italy, but France is fearfully chagrined. The relations between France arid Italy are strained, owing to the difficulty in arranging the agreoment as to the basis of the renewal of the commercial treaty,
