From Mr T. M. Drummond, enclosing a feraciusf of the boundaries between Mr. Spackman's property and the Council's reserve, and offering to proceed to Wellington and search the records of the Land Transfer Office to find Qut the discrepancy in the boundary. Resolved '.that the Town Clerk write to the Land Transfer Office on the subject, with a view of adjusting the boundaries.

Mr Joseph Gaut applied for permission to use the upstair room of the Institute, for the purpose of establishing a branch of the Wellington School of design, at a rental of £5 a your. Cr dapper moved that permission be granted to the applicant providing that cxistingnrrangmentsare.not interfered with, and that the applicant covers the floor with cocoanut matting, at his own expense, and finds his own firewood when he requires it. From United District Charitable Aid Board, notifying that the' Board considers that the Council haa received all the information necessary, and unless the Council paid tho demand, the Board would make an application to the Government to stop the amount fiom their subsidy. His Worship pointed out that the demand was in excess of tho -.amount due to the Council. The Board had levied about £250 wore than tliey ought .to have done,; which amount lo about £8- a year more "for the Council to pay. '

Cr- Heron moved that the first quarter's payment- be made. They must pay it sooner or lator, aud it was, only wasting tirao writing about tlie matter. The Library Committee -meeting lapsod for want'of a quorum, ■ In answer to Cr Mtiir, the Town Clerk reported that four consecutive meetings had lapsed for want of a quorum., Cr Gappbr said that if committees wouldmoot regularly the business of . the Council could be conducted in much less time, and he advocated that a house committee be appointed to consider applications, such as were received that evening from Mr Gaut, The Gas Committee's report was read and adopted, containing the Manager's report and consumer's regulations.

The Works Committee report was read recommending the exchange of roads at Mauuia. as published by us yesterday, Or Gappcr, in moving the adoption of tho report said that the matter had been before the Council for a number of years, and they were well awaro that the proposed new road would be a benefit to the Borough as a whole and the Upper Plain in particular. The committee considered that the exchange of tond as suggested would be a fair, just, and equitable one. Report adopted.

Tho Finance Committee's report showing that the Borough overdraft was 11312, that £928 was the amount of outstanding rateu, and recommending accounts amounting to £76 5s lid be passed for payment, was adopted. The Committee appointed to report upon tlie proposed additions to Mr Laing's property in Hall street, recommended that Mr Laing be allowed to erect the additions with wooden Bides instead of iron, as the building was in No 2 district and there was no other building within 35 feet of it,

The Borough Inspector's report was read, dealing principally with several stagnant pools of water iu Dixon street and'the nuisance caused thereby, also calling attention to the rood sarapings being deposited in tho same street, which caused tlie road to bo very uneven.
