The Wairarapa Daily. TUESDAY, SEPTEMBER 20, 1887. THE BOROUGH FINANCES.

1 The ; report; of the Finance Cora mittee of tlie Ma'eterton Borough Council published m our last issue reveals a somewhat uhßatiafafttbry fitate-of-affairs. •The Committee may doubtless be congratulated; upon •" plainly stating tho difficulties which have to he contended with but, very mimy of the, ratepayers have suspected, Tor. a considerable time past that a special to supplement ■theinsufficient Revenue derived from the gasworks, woiild be inevitable.' fho Finance Committee recommend the Council to strike this rate, and however' unpopular such an impost may be, it must be submitted to. The credit of the town demands that it should be imposed. Our gas speculation has proved a failure, Ultimately it will, nq;doubb,- pay well enough, but for some years to come it will be a burden to"i'he ratepayers. ■ These are; nut times when: additional rates will be welcomed, but necessity will compel

them to be leviod, No doubt fivery effort will be made to keep down, as far as possible the new rating, but there if very little chance of l our escaping it altogether. Nodbubt, too, the extra rate should be confined to the business suction ot the community ns it is oiie that ought to fall exclusively on their sliouldova. It ia unfortunate that we have such an absurd ward division in this town, lumping to - ,yd and country, allotments together instead of separating them.' If thfl town were divided inta-city nnd;\?]iburhatt,".wardß, ■any special rate required-to-meet the gas arid other improvements in the centr?,' would, without niucli difficulty, beat once adjusted to the back .which dugtit to bear the burden. No doubt busi- ' ncsa men will npt Tavor a. special rate, hiit if such a tax wakes them up to take a keener interest in the administration of the Borough Council,; it will not bean unmixed evil.,

It was said, aftor the nomination in Masterton yesterday, that out of the nine speeches delivered on the hustings, only one-Mr E, E, Meredith's—was in bad taste. > ' ■ .

""Tenders aro invited by the North Wai* rarapa, County Conv.il for building groins in the'Ruamahanga River at Te Ore Ore. . f The Masterton Volunteer Quadrille Assorably wind up their dancing season in the Drillshed this ovouing with a lengtlionod programme, and special music —ati'int? and brasß bands—also refresh* uieiits,

At a meeting of tho officers of the Masterton Voluntas on Saturday evouing, it was decided to take proceedings in tho R M, Court against members of the Corps who wore in arrears.

The very orderly, fair, and impartial manner in which Mr Von Stunner con ducted the Masterton nomination yesterday, was commended on all sides,

Mr John Rayner the Wairarapa agent for the well-known firm ot Messrs Horßsby and Sons, agricultural engineers, received a copy of tho following cablegram which appeared in the Melbourne papers on Saturday the 3rd instant. "A cablegram was received ill Melbourne yesterday by Mr B, K. Morton, the Colonial representative of Messrs R. Hornsby and Sons, Limited, Grantham, England, stating that tho' Hornsby reaper and binder had won tho first prize at the great Bourbotirg trials in the north of Fra' ce, this being the last trial of the season in that country."

Recently Mr W. 0. Buchanan wrote to the proprietor and managers of the Coast stations, at Pirinoa, Waipawa, Te Awaite, &c,, asking ihem'to permit their hands to attend election meetings wliioh he desired to hold amongst them. . In every instance the request was cheerfully acceded to, excepting in the caso of Messrs Biddiford'a station. Wo have recoived from Mr H. M. Lyon, Secretary of tho Wellington Raciw Club, the programme for the Club's Spring, Summer, and Autumn meetings. The Spring gathering. takes plaoe on November 30th and December Ist, 1887, and the Summer Meeting on February 2nd and 4th, 1888, The date of the Autumu meetiug has not yet beeu fixed.

An amusing incident occurred at the nomination of candidates yesterday. When the show of hands was being taken for Mr Hogg a local tradesman noticed a youth of -14 holding up his hand, and said to him by way of a joke, "Look here my boy, you'haven't got a vote, you'll get three months' il tho Sergeant sees you with your haiid up." "Oh. I its all right," Baid the youngster, quite seriously and innocently, " I'm a' S.tar' bby, and wo were told to come and hold our hauda up for Mr Hogg." The answer was muoh appreciated by the bystanders who heard it, We have received a telegram from Christoliurch to tho effect that " Captain Cotton was a passenger for London by the Arawa." The Press -Association should not send startling, news of this kind along tho wires without' some preparation.

. The following team has been selected by the Fire Brigade to represent them in the fouthall match against the Volunteers, wi'ich takes place to-morrow aftn'iioon:— Back, E Mniifie; half-back, It Thompson andH. HtiunsWjStiuson, B, Houiislow, J. Kuss, Mawliinay, H. Ewingtou, E. Collier. Chandler, Westbrook, Harrison, and Morris liraurgoncus—B con, Worth Holdaway,'Gardener Play to start at quarter to four sharp. An inquest was held at Homebush last evening before the district Coroner—Mr 8. Von Sturiuer--on the b.idy of John Alexander, son of Henry McLeod, a«ed 2| ye-rs, who was drowned in the Makora Creek. A jury of six was empanelled, Mr A. .Johnston being elected foreman, The evidence »iven showed that deceased, who was playing near the edge of the creek yesterday morning about 11,30. fell m, and before assistance could bo obtained by the other children, was drowned. A verdict of "Accidental Drowning" was returned, the jury being of opinion that no blame was attached tu anyone.

Captain Page of tho Wellington Municipal Firo Brigade arrived in Masterton yesterday, at the roquest of the Masterton Borough Council for the purpose of. testing the now steam lire engine, "Jubiloe.": The engine was taken to tho near RenaH'c mill, Queen Btreet, and steam waß generated to 801bs pressure in minutes.'' A thorough test was made of the "Jubilee" both' in steam and water, pressure, a register of MOlbs of the foriper and lfiOiba of tho •latter faeinuf obtained. . Single-jets were thrown from 1| and If nozzles; and double jeti of 1 inch to | inch nozzles, the Streams going over the trees .in the vicinity, which were calculated to be 'l3O feofc'in height, ' Considerably over 200 revolutions a minutes-were registered, tho manner in which it, did its work being m evety way'satisfactory. The trial wasmade in the presence of a large number of spectators, who gave the Jubilee" a wide berth when Captain Page was testing its' going 1 power. '

It is impossible to enumerate all the novelties now on view, but we would respeot(ally solioit an early visit of inspection, when it will be found that for first-elans selection, immense variety, and actual wholesale prices, there is no place superior, if equal, to the Wholesale Family Drapery Warehouse, Te Arp House, 'Wellington, -Apvi,.. .

.- Our Spring and summer fishions, just re-, ceived by the steamers' and Doric Tongariro, ate now on viow at the .Wholesale Drapery Warehouse, Te Aro House, Wellington,:

. It is no idle saying that our importations for the present season are on a largo soale; that the oh'oico is very extensive; that the taste manifested, cannot be surpassed, if equalled'/and thai owing to the exceptional' qualifications and keenftess in buying of our special representative in the-Home markets, the prices will be lower than in any previous season at Tu Aro Houße, Wellington. Ladies in want of dress fabrics, of any and every description, will .find here a variety that cannot bo had elsewhere, while we have the additional attraction of first-class dressmakers on the premises, Our millinery-room contains the choicest styles from the moßt eminent Parisian artistes, while we are also showing all the latest outcomes of fashion in walking, visiting, and evening costume's, with an equal display of taste and a large variety of the most fashionable mantles, at Te Aro House, Wellington. ~
