Or Gapper moved that Mr floare's letter bo referred back till tho allocation of tho Borough funds had been mado. - Cr Papworth, in seconding pro forma thought it was a question, that affected the whole Borough, bocause if the supply .was obtained it would be beneficial to the Borough as a whole mid he did riot see the utility of waitine; for the allocation, as it.would como out of the general fuuds. CrMasohdld'not think it practicable to got a supply; it had boon tried'iii scvoral parts of the district and had failed, - Ho moved as an amondment ment" tliat Mr Hoare be informed that if the trial be successful the Council would deal favorably with it." _ CV Hessey seconded pro forma and said it was deeirablo thafc-.ati. above': surface supply be obtained for the Borough as the creeks got vory low in the suriiufer time. ■' '.''■•
The Mayor said it was very dosirablo that of water be obtained for the Borough. He had intended to bring the matter forward before-and propose that the plant be obtained from the Government to bore for tho supply. If it was successful it would save the Borough going in for a high prossure water supply. He would prefer to see the qqostion relegated toa cohnmttoe,- Ik waß a most valuable thing to know that there was such a supply obtainable in tho district. It would be necessary to soe that it was a permanent artesian supply before tho money was paid over. Cr Mason's amendment :was put and lost.
Gr Cullon moved that the matter be referred to a committee, • consisting of Councillors Papworth, T. Chamberlain, Hessev, Perry and mover. •• Or Gapper seconded pro forma, and did not think it practicable owing to tho nature of the substratum, through which they could not drivo pipes. Or Culloii's amendment was lost. . _ Tho Mayor moved " That Mr Hoare be informed that if he succeeds in obtaining an artesian supply of water in the Borough that the Council would grant him £SO out of the general fund." Seconded by Cr Papworth. .. Or Gapper would like to know what fund they were going to take'the money from. Tho fundi} wore all to procea and still they were voting money away, and as for a general fund he did uofc think there was one, : Cr Carman said he would not object to tho motion if a special rate was struck. Or Perry thought that L2O would" be j quite enough, and he would be in favor of voting that sum sb it would bo saved in filling the wator cart. Heoxpeqfceil the pipe would be placed where the Council wanted it.' ." Or Mason would prefer the Council to do the job as he thought it coujd be done cheaper' CrT. Chamberlain ; . thought that LSO was quite little ouough,. : fie had known two or three persons in this district who had tried to obtain an artesian supply but had'failed, and'lie" thought they would have paid HOO cheerfully if they could only have obtained the supply, ' TheMayor's.am;endnient, waa : then put and carried on divifiimi.' Ayes the Mayor, : Councillors Elkins. Uoßse'y, T: Chamberlain, Papworth, Cullon.- Nnos, Council, lors Mason, Gapper, Carman; E. Chamberlain and Perry. ■ ' .'. GAS. . .
The Gas Committee's report recordmending that an oxtra lamp bo orected on the works, and that one of the stokers be discharged, and a lad appointed : in his place, and that the wara of tho remaining stoker be reduced, was road. - The Mayor moved the adoption of the report ami pointed out thattho Committoe were effecting a saving of L 3 a week, Cr Cullen called attention to the streot lamps being tampered with by schoolboys. Ho thought that the Council should take some action in the matter as it was both a loss and a danger to the Borough, The-Mayor instructed the Clerk to write to both the Catholic and Public School head masters, requeating them to warn the scholars of interfering with the lamps. The Committee's report waß adopted. • WORKS. Tho Works Committee' report wsb adopted without discussion. , _ Cr Gapper brought forward tho question of a permanent dam in the creek ilowing across Miriam-street for supplying the gas works with water. The Overseer was waiting for instructions to proceed with the work, 'but the Committee wished to have the consent of tho Council before they gave him permission to go on with .the'job. He also wished to know what action was boing taken, with regard to purchasing the gravol reserve on the Waipoua, for unless it was immediately purchased it would be disposed of to another intending purchaser. He argued that tho land in question was absolutely necessary for the purpose of supplying the north end of the Borough with metal, whereas,.if they.allowed the opportunity to slip of pbtaining the section "offered, they would not be able to''qbt'ain their metal without, going at least .half "a; mile' further for each load. Hbalspcontended tjiat it. was '.necessary that fyo Borough/ Bljould provide employment fpf'the' unomployedj who would then'be ' tfojpy something for tho money they would receive from tho Benevolent, funds-of the Borough.' • •
Tho members for North. Ward Bpoke against the expenditure of the funds of the Ward in purchasing the land, as it m not considered (to them) necessary. Considerable discussion ensued, and a motion-by Ci'Cullen, seconded by Cr. Perry, That a previous motion authorising the land to be purchased, be res; cinded, was lost by six votes to fivo. ..' Re the question of the dam at the Gav Works, the Mayor; explained that he. had' given instructions'to the overseer to. put in a permanent dam and flood gate, as the supply oj'watenn the tank' was getting low. .-The %qr's a' c fcjun wa> endorsed. j BAOKDBDIS, ■ • i The. order. papor showed that abo/t £74 baok rates had been collected during the past fortnight, and on reference being made to the Town Clerk ho stated; that there were several amounts on the list, which he did not think the Council could recover. In some cases, judgment had been given in the R.M. Court, and the parties had left the district. A long discussion ensued as to the 1 best method of collecting the outstanding rates when it wasdecided, that a correct list of defaulters be placed- before the Finance Committee at their next meeting. ' The Council then adjourned.
