By Treasurer's Budget proposals the duty on spirits is raised to 14s: colonial beer is to be subject to an excise of 4d per gallon; [and an increase of 3d is made in the duty on tobacco, The proposals have been generally well received.

The' Regents, doubting the loyalty of the officers of the Bulgarian Army, aiid fearing possible contingencies, have despatched M. Stoiloff on a mission to the Great Powers. M. Stoiloff, who was one of the former Bulgarian 'Delegation, has now arrived at Vienna, ' St,'Petersburg,'March 30.
A fresh-attempt on the life of the Czar was made at Gatsclrina yesterday His-Majesty, however, escaped with; out'injury. No further details have yet transpired. J .
