The Speech ; from the Throne, read by the Lord Chancellor, said that the rotations between Great Britain and other Powers were of a friendly character. Referring to Bulgaria, it is stated that a peaceful settlement of the difficulty is expected, and that whilst deploring the events which had compelled Prince Alexander to reretire from the throne, it is not judged expedient to interfere with'the election ofa successor until the question lifts arrived at a stage when the assent of England is required undev the Berlin Treaty. Allusion is made to the gratifying condition of affairs in Egypt. The task in connection with that coun- ' try is still unfinished, but a substantial ■ advance has been made therein, and i there is every assurance of external and internal quietude being maintained, and an early settlement effected. Reference is made to the greatly improved state of affairs in Burmah. As regards Ireland,' it is remarked that the condition of affairs there demands serious attention. The rela- , tions between owners and occupiors of the land has caused serious distur- ■ bances in some districts owing to the 1 organised attempt which had been ' made to excite tenants and cause men : to combine. Efforts to cope with the , evil had been seriously impended by i the forms of existing statutes, Thein- . troduction of the following measure is ' announced: —fßills to improve the law of local government in England and Scotland, and afterwards a similar measure for Ireland, as well as one to 1 amend the criminal taws in the ( county also bills to facilitate the " tranifer" to authorise'tlie'eiale ■ of glebe lands, and alter the mode of levying tithes.
