MASTERTON BOROUGH COUNCIL.
The regular fortnightly meeting of the Council was held last'night. -Prwerit—Crs Gapper,'Parsons,- Perry, Chamberlain, Mason, Elkins, Heron, 'Muir and Cullen. , . . :/ ; in. the absence of the Mayor, who'is-' attending the Supreme Court at Wellington, Cr Gapper was voted to tha'chaif, The minutes of the previous'meeting were read and confirmed, Correspondence.-Inwards: From the Mnßterton Volunteer Fire Brigade, with a request that the Counoil would hand over the enpine, as they were ready to go to work. " From the St. Matthew's Parish Chui-eh asking permission to extend the schoolroom 15 fout, Buch additieu to be of the same materia! as the present building. From G. Watson re breach of building regulations. From G. Wiltshire,' Asaistaut City Surveyor, Wolliugton, stating a watjsrcart with iron' tank to contain 280 srallonswould coat £33.' BUUDING KKOULATIONS. The Chairmau explained 'in refe'reuoo to Mr G. Watson's Wet that the contract was let, and the addition to the cottage complained of was done in ignorance of the by-laws not being complied ■with. .. '" I Cr Heron moved tliat the tpology of Mr Watson be accepted, and that the TownOlork bo instructed to stay proceedings against him. . Cr Cullen seconded the motion, which' .wascarried. . '.' Re the application from th» Vestry of St. Matthew's Churoh, the Chairman read the by-law permitting-the' Council to modify the Building regulations iuoertaiu cases. The Chairman said that whonevor such an application had come before the Council they hud insisted on tho roof of the whole, building being covered with iron. Within three or four years the' by-law would bo in force compelling all buildings in No. 1 District withjn 60 feet of each other to bo covered with iron, or somo other incombustible material. '. Or Mason moved that the request be granted, provided the roof of the addition' be covered with iron. The Chairman pointed out tliat before permission could be granted nofcioo of the application must bo advertised or the Council could uot deal vvitb it. Cr Mason substituted fur his motion that the Secretary to the vestry be written to to that effoct. Cr Chamberlain seconded the motion, which was carried. '. FIHB ENOUTO. The Chairman said authority had already been givon to a sub-committee of the Council to baud over die engine to the Yolunteor Firo Bridle, and it would be done accordingly. TIMBBH. Mr Robert Donald, of theTaueru Mill, wrote offering to supply all heart, of totara, under 20ft lengths, at 13a per'loo feet. Cr Perry moved, and Cr Parsons secouded, That the touder of Mr Donald be accepted. Mr Cullen thought that fresh tenders should be called. The motion was carried. BTRBRT WATKRIKO. The Committee appointed to report upon this matter recommended that tenders be invited for the supply of a water cart with a woodisu lank of 280 Rallouß capacity. Tho Chairmau said before they earned out the recommendation of. the Committee they should first get the price of an iron one. Cr Mason said the .matter had been fully discussed in Committee. ; Cr Muir seconded the motion which' was carried, HKANCK. The Finance Committee report was read and adopted as follows:— Accounts amounting to £94 10a 4d were rocom. mended for payment. It was resolved to recommend that tho Town Clerk be authorised to obtain an assistant for collecting rates, Ac, pending the appointment of a collector for the gas accounts,' or until other arrangements were made by tho Counoil, and that the sum of £6 be voted to Mr Richardß. PUBLIC WORKS. .;. The following report of the Works' Ciiimnitt-ee was read and adopted:—The Overseer reported upon the works in hand by the regular staff. The overseer was instructed, as soon as tho work in haud waa finished, to t{o ou with the Lincoln Road footpath, The wages sheets wore examiued and signed. It waa resolved that as the agreement between Mr Renall and the Council provided for the removal of fences and making footpaths, but not for shifting cottages, that Mr Renall be referred to that agree'ment. nuisances.'; .. The Inspector of Nuisauces roported that he had visited tho slaughter-house on tho Upper Plain on the 27th September, fle found a dead pig, a heap of, manure, two tubs of tallow, and a quantity of bones. There was a runniug stream through the property which omptied itself into the mill stream. A quantity of ollousive matter drained into tho stream, from the promises. He bid served a notice upon the occupier to abate tho nuisance m twonty-four hours, That not bavi.ig been complied with'ho had laid au information against him. "% further applied for the assistance oftjbs Borough solicitor. The report was adopted. A second report from the luipector of Nuisances was read iuwhioh he stated lie had visited many of tho promises iu the town and he enclosed a schedule theroof with remarks attaahad. Ho had wrved Bundry notices to abate nuisances which had been complied with. Ho would report further upon Beveral cesspits at the next mooting. He thought it would be well if the Conned would insist upon Abyssinian pipes buing driven instead of wella being sunk to Bupply water'to the dwelling houses. He drew attention to the necessity of the Council haviug the Bide drain in South-street cleared. He recommended tho side drains in Queenstreet should be cleaned cvory week as they wore offensive and injurious U health in their present state. The owner of sections 2 and 3 Masterton Small Farm Block had given uotico that nightsoil could no longer bo deposited on his land. The report waa adopted. THB MJHD. The poundkeeper reported receipt* for the mouth £3 9» Gd. (US. The report of the Gas Committee which was of a routine character was read and adopted. OENIRAL BUSINESS, Cr Cullen moved, That a copy of the new Municipal Corporations Act be procured for tho use of ewh.Oouncillor. Cr Mason seconded pro-form*.
