The Bill wag. committed and,reported with amendment and passed all stage?/ Tho Council adjournod to 7.80. HOUSE OF REPRESENTATIVES, . Replying to quostions it was stated that in tho new Volunteor regulations a provision would be made for obtaining a proper number of field officers for-Rifle Battalions. That the whole question of the purchase of lands for Special Settlements would bo considered during tho recess. That the Government recognises the excellent services of the Agent-. General, and they proposed to ask Sir F. Dillon Bell to extond his terra of offico for two years. ...■'•;. Mr Ballance moved that the Owahaoko and Kaimanawa Land. Bill be read a second time. Ho said it was proposed to amend the Bill to give protection to leasees against their title boing altored,

Mr Bryce thought the Bill would havo to be amended so as to give effect to the report of the committee on the subject. Mr Ballanco said ho Bhould be glad to receive any amendments which would further carry out the recommendation of the committee.

The motion was agreed to. Sir R, Stout said there was no chance of the conference agreeing on the Local Bodies Loan Bill, fle would more that the amendments miido by the Legislative Council be agreed to, in ordor that the Road Boards might be able to avail themselves of the provisions of tho Bill. Atter some discussion, Sir J. Vogel said the Government would either have to abandon the Bill or accept the amend-, ment. He pointed out that tho amendment was pernicious and mischievous in tho hut degree, as dead persons and absentees would bo counted on a poll of ratepayers for a loan under tho Bill. Mr Smith thought it would be better to drop the Bill altogether than accept the amendmont.

Major Atkinson was glad the Promier had accepted the amendment although he regretted ho was compelled to do it. He pointed out, however that they should not stand in the way of the people who could take advantage of this Bill merely because others could not avail themselves of it. The motion that the amendment of tho Committee be agreed to was then carried, On the motion for going into si committee of supply Mr F. Buckland moved, That in tho opinion of fchiß House the Parliamentary Buildings should be used for other than Parliamentary purposes during session.. The amendment was lost and the House wont into Committee of Supply, The estimates wero recommitted, Treasury vote ;—A lengthy discussion ensued on the proposal to increase the salary of Secretary io tho Treasury from £7OO to £BOO, and assistant secretary from £SOO to £550. - The inorease was carried by 25 to 15. Mr Larnach moved' that £IO,OOO bo added to miscellaneous services for Hinomoa and for new boiler for that steamer. . The debate was interrupted by the 5.30 adjournment.
