Mr Seadori moved an amendment that the amount given to County Gouorill should bo £IO,OOO -wjiere there ere io Road Boards, and £SOOO where there are Road Boards.

Sir J. Vogel opposed the amefldnwrit on the ground that it would have no effect if carried.

Considerable; discussion ensued, after which Mr Seddori moved that £IQ,OOO b« struck out, and. £5,000 inserted; ■ ■ Mr Guineas pointed out that if Sirr- J. Vogel's motion wore carried, Ro»d Boards would spring up in every county 10 M; to take advantage of the proviiion . for borrowing. Major Atkinson appreciated' the dificulty the Treasurer was in ovar this matter, but lie would-suggest that Sir J. Vogel should accept the £6OOO limit, proposed by Mr Seildon. ii Sir J. Mr Seddon said he would accept that compromise.

The motion that £6OOO be inserted was>i then carried, The motion for £3OOO for Road Boards was then put arid carried. Mr Menteath. moVed a proviso that the amount payable-in any one year to any local bodies within the boundary of any County shall not. exceed Llo,ooo. Sir Julius Vogel emphatically protested against the amendment as it would break down the Bill and make it unworkable How was Government to decido which Road Board would be reduced and which not reduced. Ho hoped the araendm.rot would not be passed. The amendment was lost by 53 to 13. Mr Guinneas a/iked whether Sir Julius Vogel would agree to insert after Rivpr Board, "To a Borough Counoil where inhabitants should not exceed 5000." ■

Sir Julius Yogel said he should provide for that in another clause.

Clause 13, as amended, wis then passed. Several new clauses were added to, the Bill. A new clause making a speewprevision for school buildings elicitfldffome discussion which was interrupted by the 6.80 adjournment.
