WAIRARAPA EAST COUNTY COUNCIL.
The monthly meeting of the Council was held yesterday. Present—Crj Mackay (Chairman), Hawkins, Meredith, Hunt, Maunsell, Beetham, and McOardle. Correspondence wai read.—From the District Survey Office re surveys and sub-divisions.
From postmaster at. Whakataki re delay of a letter posted there, ■ From Castlepointßoad Board, acknowledging the receipt of certain forms. From Cook County Council re Native Land Bill, asking the' support of the Council in getting certain claused inserted in'the Bill now before the House,'
■From J. McDermott, applying for the post of Ranger to the Taueru district. From the Wellington Harbor Board re endowments,
From the Registrar of the Supreme Court in reference to a guarantee required by him to cover any loss he might be put to over the Rating Act provisions. From the Mauricerille Road Board, asking that a pound micht be erected there.
From the Colonial Secretary, stating that alterations in district boundaries must be made, by special order. From Mauriceville Board, re railway siding to the Ruamahunga rivor. From Survey Department rs road from Akiteo to Aohonga, and a punt, stating that it was purely County work, and must be undertaken by the County Council. From J. Bennett, offering to lease to the County threo acres of land for the Use of roadmen for £5 per annum for ton years. From Messrs Bacon and Bright, asking permission to take a tramway across Opaki to Manawatu road. From Castlepoint Road Board conveying resolution that the application of County Bast for the sum of £798 cannot be granted. From Publio Works Department re the claim of road on each side of the road at Pahiatua., and stating it was part of the Road Reserve. From Cr Good apologising .for his absonce through illness, and on other matters. From Mr Burling calling attention to the state of the road from Alfredton to Tiranmea. From H. Duncan asking the Council to buy Ms horse and cart as he was leaving the employ of the County Council.— Declined. RISOLOTIONS. Re the proposals from the Cook County Councils to insert cirtain clauses in the Native Latjd Bill individualising titles. It was resolved to reply that m the opinion of this Council it was a matter in which they could not interfere. TAUpRtJ POUND. . Or Beetham was authorised to make enquiries and report at the next meeting upon repaiw required at the Taueru pound, the application of J, McDermott to stand over. . WELLINGTON HARBOR BOARD. The Chairman said it was a matter ef sufficient importance to . warrant the appointment of special Committee .to consider it. It was resolved! that a Committee be appointad consisting of Crs Hawkins, Meredith and Beetham to deal with the letter. SUPREME COURT. I : Rethe guarantee roquired by the Registrar to cover any possible loss be might be put to in carrying out the Act in selling lands for the recovety of rates due on them The Clerk ?aid there was nothing in the Act to warrant the Registrar in ask-, inpfor the guarantee, but he was not compelled to sell the lands, and would not probably do so without a guarantee against loss being given by the Council. It was resolved that the guarantee be given, TRAMWAYS, Permission was granted to Messrs Bacon and Bright to take a tram line across the main road south of Eketahuna, subject to the Engineer's satisfaction. ; MBIAI SIDING. Tha application from the MauriwilU
Board to the County to ask them to cooperate to get .the Government to leave the tramway from the line to the metal pit at the was considered. OraDaggand Hunt said the line was a nuisance and the removal of the gravel from its present Bite was v source of danger to the settlers in encouraging the overflow of the river. Tt was resolved not to support the application. ~ A MAURIOBVIII/E rODND. It was resolved to leave the matter of a pound in tho hands of the engineer to enquire if he could get any settler to erect one upon terms and report. may rbse'rvis. Handysida Roberts and Co offered to lease 50 acres at Akitio for a ferry reserve at 6s pei? acre, the County Counoil to erect all fencing which he was willing to take over at valuation at the expiry of the lease. It was resolved that the mattor be referred to Or Maunsell to arrange with Handyside Roberts A Co. for a 21 years' lease, with power to terminate the lease on the part of the Council, and a provisor to take over buildings and improvements at a valuation, and report at next meeting , roadmen's whabes,
The offer of Mr Bennett to lease three acres to the Council at Otahuao for ten yoars, at £5 per annum, was accepted. It was resolved to offer to lease from Messrs Johnson, five acres of land at the Tmui junction at £1 per annum, for a roadman's residence. Or Hawkins offered tli" use of a site at Upper Taueru for a roadman's whare, with right to occupy,-at £1 a year, and a right to remove buildings. The offer of Cr Hawkins was accepted. Other offers were held ever. c'oraiT omoE, ekeiabuka. It was Resolved that Mr Bremner be authorised to make enquiries with a view to obtaining a sita on whjoh to remove the building. CASTIiEPOINT BOARO, The Chairman stated that when he arrived at the Castlepoint meeting on Saturday last, although he had telegraphed in advance, he found that the resolution declining to pay the amount demanded for main road maintenance had been passed in his absence, and he therefore refused to mane any statement to the Board, The Board was standing in its own light as the roads must be kept up. He suggested a public meeting should be Iwld on the subject. 1 Cr Hawkins thought if the matter was fairly explained to the Board at their next meeting an amicable arrangement would he come to. , Cr Maunsell said the Boaid did not so much object to the expenditure on main roads as to entrusting the expenditure to the Council. It was resolved to writs.to the Castlepoint Koaid Board asking them to reconRider their decision re tlie £798 applied for and that Or Maunsell be asked to lay: tho matter before the Board at their next meeting. AMTIBI SUBDIVISION. Cr Good sent a petition from eerkia ratepayers in the Alfredfcon Ridinst praying the Council to out off from their riding the Eketahuna district. The report of the Finance Committed >vas read and adopted. Accounts amounting to £41712s were passed for payment. WHEEL TIRES. The following resolution, passed on Bth June, was brought up for confirmation : Special order regulating width of tires to be used on roads within the county. The regulations were discussed in detail and adopted after beini( amended in some particulars, the principal alterations being the schedule of roads to which the order-in-council should apply and (he month in which the new by-laws should be in operation, which was fixed from Ist May to 30th September in each year. The new by-law will take effect on Ist May, 1887, the old by-law to cense on the ,30th April next. SIDINGS, The special order altering the boundary between Castlepoint and Wainuioru Ridings was confirmed, to take affect at from April lit, 1886. REPORT. Or Maunsell reported upon a road at Whakataki passing through Mr McHutchon's land. The report and recommendation of Or Maunsell were adopted.. engineer's report. The report was read and adopted, It was resolved that the Waipoua protective workß be placed in the hands of the Engineer and Works Committee, and that they proceed with the samo in accordance with the recommendations of the Engineer, to'the extent of the funds, not to exceed £IOO on the part of the Council. LOAKSIO MoAll BODIIS, Or Hawkins moved that, in view of the Local Bodies Loans Bill, the Engineer be employed in making an estimate of the requirements to the roads throughout the County. Cr Beetham seconded the motion, which was carried, The Chairman moved. that it be a suggestion to Cre to call a meeting in each Riding with & view to finding out the requirements in each locality, and ascertain the ratepayers' views as to borrowing under the Local Bodies Loan Bill, Cr Boetham seconded—Carried. NOTICES OH MOTION. . The Chairman moved the metinn standingin his name to the effect that tlii resolution making meetings of the Council monthly be rescinded, and that the Council meet every two months. Also that an exeoutive committee of the Council be formed, ■ to meet as occasion required in the interval between Council meetings, and to have power to pay progress payments on contracts approved by the Council. In moving the resolution the Chairman said h# did is with a view to the more economical working of the Council, There was really no occasion J for the Council to meet ai a whole every month for the purpose of expending the limited amount of money at their command. The work was really done in committee. Cr McCardle seconded the motion, After some discussion Cr Hawkins moved an amendment, That in view of the works likely to.be' undertaken when the Loans to Local Bodies. Bill comes into operation, no change in the working of the Council take place. Cr Meredith seconded the motion which was carried./ . Cr Maunsell moved the mptien of which he had giveft notice," That the resolution passed at the last meeting .in reference to councillors allowances be.raMnded and a mileage rate be paid." Cr Hawkins moved as an amendment '■That considering, the present position of the Council it' is expedient that no travelling allowances be paid to councillors." Or Meredith seconded, the amendment which, after discussion, was carried. BATED. The rates, of which public notice had been, given, were made. The meeting then adjourned,
