A companion measure! to the Loans to Local Bodies Bill is " the Government Loans to Local Bodies" measure how befoie the House, It is intended to be a (substitute for ihe Koada and Bridges Construction Act" and possibly may prove to be as 'long livod as its prede> cessor. The Government must, however, do something for local bodies and thin iK thoir makeshift. To deal with locul finance on permanent linen it would he necessary to make it indedendunt of the General Government finance, and the present Ministry i« evidently unprepared' to take this essential Rtep. Under the guiso first of a Land tax and then of a Froparty tax the Government has for year? |i«Rt been lobbing local bodies, These direct taxos fulling on the land and itsptoduoe should belong to local bodies only. The General Government in collecting thnm tako thn milk off the tarm, and having carefully skimmed it votnrn a little of it, minns the cream, to the country districts in the shape of a subsidy. What chance has the County or Road Board to collect revenue for roads after the General Government has levied its trilint'. The Government offer now to lend money on certain terma to local .bodies, but if these bodies were allowed to have their own -if the first chartje on the lands for which they make vnads wont into the local treaunry, instead of into the colonial chest—they could maintain all necessary roads and muko good progress
