(ondon, April 16. TheLandPurcbaseßill was introduced and read for the first time in the House of Commons to-day. Tho measure provides that the Irish Parliament shall appoint a state authority that shall purchase lands, paying for them in bonds at par, bearing three per cent interest, The total amount available being fifty million pounds during three years. The sale price of lands is to be based on twenty years purchase calculated on the judicial rental of properties during the year 1885, Expropriation is to be compulsory in congested districts, and optional elsewhere.
