February :—Whereas. by " The Rating Act, ] 876," it is enacted that, if the local body or the Assessment Court fails through misadventure or accident to do anything which by that Act is required to bo done in a fixed time, the Governor may, by an Order in Council published in tho Government Gazette, and publicly notified, extend the time for doing such thing, and may by any such order validate anything which may have been irregularly . done m matter of form, so that the intent and purpose of the said Act may have effect: And whereas the Council of the Borough of Wanganui, being tho local body of the Borough of Wanganui, lately appointed George Brooking, the Town Clerk of tho said borough, and James Purnell, tho Bate Collector for the said borough, Valuers for the purpose of making a valuation-list for the said. borough: And whereas the said George Brooking and James Purnell, in pursuance of such appointment, have made a valuation-list for the said borough, and have signed and transmitted the same to the said local body: And whereas the said George .Brooking and James Purnell inadvertently omitted, before entering upon the duties pertaining to their officoas Valuers, to make the declaration prescribed by the fifth section of the said Act: Now. therefore, I, William Francis Drummond Jervois, the Governor of the Colony of New Zealand, in exercise of the power and authority vested in me by the said Act, and by and with the advice and consent of the Executive Council of tho said colony, do hereby declare that the valuation-list so prepared, signed, and transmitted as aforesaid, shall be deemed to be valid, notwithstanding that the declarations aforesaid wore not made by the said Valuers. It will ho seen from the Gazette notice that tho Governor was asked to validate the roll, notwithstanding a certain declaration which should have been made by the valuators had beon omitted, and the Governor on that ground did do so. Our telegrams yesterday state that Mr Ward, R.M., ruled that the valuators were not properly appointed, ''At the Assessment Court on Friday, tho borough valuations were upset, on the ground that the valuators were not properly appointed. Mr Ward, R. M., ruled that the Council must specify the names of tho valuators in their resolution, They only ordored the officers of the borough to make the valuation."
