The Federal Council re3umod' its sittings to-day. An address was voted to His Excellency Sir George Strahau uraying him to telegraph to Her Majesty the Queen, the resolution passed at yestorday's sittings asking for further information respecting the islands of Raiatoa and Samoa. The following Bills were then read a seeond time:—authorising service civil process beyond a colony, providing for issuing and facilitating proof of Council acts in onlmiial Parliaments. Mr Lee Stooro gave notice of motion urging united action on the part of tho Imperial Government and the Australian colonies concerning measures for the adoquats defence of King George's Sound and the eroction of a lighthouse'on Cape Leeuwm, the lighthouse on Cape Leeuwin to be placed in telegraphic communication with King George's Sound, Mr Douglas, in a vigorous speech emphasised the remarks he made at Wednesday evening's banquet relative to the fature of the colonies. Mr Douglas stated his predictions applied to the distant future. He concluded by declaring his reverence for tho person of the Queen. The Council then adjourned till Monday,
