Calcutta, November 16. The Anglo-Russian commission for the settlement of the Russo-Afghan frontier question, has met at Zullicar. Rangoon, November 16, Major General Prendergast reports that the British launch Turquoise attacked and captured a Burmese man-of-war on the Irrawaddy River. The capture was offected in a most plucky manner. Londom, November 16th. It is understood that Musurus Pasha, the Turkish Ambassador at the Court of St. James', will be replaced shortly by Rustem Bey, Brisbane, November 16. The deadlock between the two branches of the Queensland Legislature has been practically concluded, an arrangement having, it is believed, been come to, whereby the Legislative Council will pass the Appropriation Bill, on the understanding that the opinion of Her Majesty's Privy Council be obtained regarding the power of tho Legislative Council to reject Money Bills. /
