Vim, October 3. M. Tisza, tho Hungarian Premier, Bpeaking in the National Diet, stated that the recent revolution in European Turkoy had come upon the powers as a surprise. Ho further added tlut thoy wore unanimous in desiring to uphold the status quo guaranteed by the Treaty of Berlin. M. In the speech from tho throne ho (Jwe)t fin the gravity of the present crisis in south-eastern Europe, and declared that the Servian army would quickly meot any dangers that might,menace them deeds of arms, and asked the legislative body to sanction a loan for the purpose of increasing the Servian armaments.
