London, September 23, It is considered improbable that Turkey will resort to force for the maintenance of her claims regarding Roumelia until the nature of the action to be taken by the other European powers in the matter is known, Russia insists that the question be referred to the Powers for adjudication, and a conference is likely to be shortly arranged, It is expected that a revolutionary change, uniting Rouinelia and Bulgaria will be recognised by the Conference, subject to certain conditions, The Russian officers m the Bulgarian army have resigned their commissions, and it is reported that Russia will declare war against Turkey if Turkish troops invade Roumelia, Prince Alexander has offered to nbdicate if such an action will facilitate the accomplishment of the unity with Bulgaria.
In.view of the approaching general elections which take place in November, Lord Salisbury, as Prime (Minister, is about to issue a Ministerial manifesto.
