September 13. The negotiations between England and Rusßiaonthe Afghan frontier question are making satisfactory progress, and it is announced that a joint protocol has been signed on the subject. Bombay, September 12. Great scarcity of food prevails at present in the Mysore district, and the authorities believe a recurrence of famino to be inevitable.
Sydney, this day. It iB announced that the new cable rates from Europe will be two shillings and eightpence per word for Press messages, and eight and tenpence per word for private telegrams. . The cable repairing steamer Sherard Osborne has arrived here from Singapore, and proceeds to Tasmania to lay the duplicate cable between that colony and Victoria. After that she goes to New Zealand to repair the Cook-strait cable.
