The Council adjourned at 5,5 p.m.; HOUSE OF REPRESENTATIVES, Tho Hope inet at 2.30 p.m. Replying to questions it was stated that the Kumara sludge channel was not a Government Work, but the Government would subsidise it tq the extent of £2500 |f the promoter? wpuW undertake any indeinnifipatipn that might bp necessary; that it was proposed to extend tho present concessions as regards the excise duty on tobacco for two years, from December next, after which provision , would be made by which the import duty on unmanufactured tobacco would be reduced Is Od per lb, while an excise duty of Is per lb would be imposed on manufactured tobacco.

Sir Julias Vooel moved t!|e .§eequd reading of the Savings Bank ment Bill, to, The House went into Committee on the Hospitals and Charitable Institutions' Bill. In Clause 21, providing for the election of Trustees, by contributors to suoh institutions, the words "and. for electing honorary medical officers" were struck out by 53 against 18, In Clause
23, providing tor procedure at elections the word "eighteen" was inserted, on Mr Guiuness'motion, instead of' 'twenty-one,". as being the ageatwjiich a contributor should be entitled to vote. The House rose at 5.30. EVENING SITTING. The Committee resumed the Charitable Aid Bill. Clause 38, contributions to be estimated on the ratio of population of the District, which had been amended by the Government so that" population of 1 ' was proposed to be struck out and "value of ratable property in! substituted. Mr Whyte considered the original proposal best, and moved that the .words "population of" be retained.' After a lengthy discussion, the words "population of" were struck out, and the motiou was then put to retain the words "Ratable value of ratable property, m defined in the Rating Act 1882f" was carried. Major Atkinson moved that the name of the Crown and Native Lands Rating Act be added. Many Counties, he pointed out, would, unless the definition of this Act were also allowed, escape from a large portbn of their contributions, The amendment was lost by 43 to 27, and the clause passed as amended.' Clause 41, Local bodies may pay contributions out of ordinary fund or levy rate. The. words «' or out of any moneys received byway of subsidy" were added. Sir Julius Vogel moved to add to the clause, "and onehalf of such rate (the special rate to be i struck for contribution) may and can be deducted by the occupier from any rent payable by him to the owner of such land and premises occupied by him and so rated." Carried. The Premier moved a cousequent amendment to the effect that the clause should not refer to the Crown and Nativo Lands Rating Act, 1882. A division was taken on th# question that the words be added: ayes 34, noes 33 Clause 90 was struck out, and the remaining portion of the Bill, except the schedules, was agreed to without amendment. Progress was then reported. The House went into Committee on .the Companies and Fqrejgn Cqmpapies Act Amendment Bill, which provi4ed for local companies changing from unlimited to limited, liability, if the capital js not less titan £50,000, The Bill was not to apply to Mutual Insurance Companies, but if these Companies insured any persons not shareholders, that company would come within the provisions, Clause 16, exempting Mutual Insurance Companies, provoked strong opposition. Sir Julius Yogel said the Committee could hardly object to the clause, as it was introduced on strong recommendations. On division, after further discussion, the clause was struck out by 2919. Sir Julios Voqel considered that influence 'had been brought to bear to oxcise the clause. Hon. members wqul(| see that his position was an arlcvard one. This was a Government measure, but to his surprise he found that his colleagues did not. approve of it. The Bill was then reported, Mr O'C.uuqiMN gayenotico that he would for its recommittal. the House rose at 1.30 a.m.
