(To the Editor,) Sir,—l am under the impression tlmt we havo in our midst a representative of the Society for the prevention of cruelty to animals, If so, can you inform me why some action is not taken against the man whose-girl of Under years is to be seen, and heard, with a pitiful voice, dying out " penny paper" from -sunset until almost mid-night in this terribly sharp weather?
