MASTERTON BOROUGH COUNCIL.
The ordinary fortnightly meeting of the Masterton Borough Council ivaa held laso night. Present—Ors Gapper (in the chair), Bacon, Heron, Hessey, Johnston, Chamberlain, Muir, Peny, and" Williams, The minutes of the previous ordinary meeting, and of a special meeting, were read and confirmed. An apology was received from the Mayor for his absence, on account of ill health. KUKBPUNISTREAM, Mrs McKenzie wrote, drawing attention to the fact that the Kurupuni stream was, choked with water-cress below her property, which caused her land to be swamped. , Or Horon said they could only deal with the question as being a nuisance, and he therefore moved that it ba referred to the Inspector of Nuisances.—Agreed to, VERANDAH, Mr J. Vilo asked for permission to erect a verandah in front of his shop in Hall-street. ; It was resolved to grant the permission asked for, subject to the building regulations. CHAPEL-STREET, Mr A. W. Renall wrote upon the sub-
jeot of the widening of Chapel-street, and the piece'of land conveyed to Mr W, G. Beard in place of to the Council, for the purposes of street widening, stating that he woujd be prepared to have the matter rectified if the fence was put back oh the proper boundary. " , Cr Heron, moved that the matter be referred to the Works Committee to deal with, the Committee to get necessary engineering assistance. He had 110 doubt it would be easily rectified. Cr Chamberlain seconded the resolution.
. Cr Bacon said there seemed to be a possibility of clashing with Mr llenall on the subject. One part of the fence was certainly not in its proper place. If it was on the road,- Mr Beard should put it back. ' ■
Cr Perry said Mr Renall's quibble was that he owned a strip of about nine inches between the two.
The motion was agreed to. ' RAILWAY REFORM.
A letter, was received from Mr Von Stunner, of Hamilton, Waikato, enclosing resolutions' for" railway reform, and also form of a petition to Parliament on the subject, praying that a Commission be appointed to inquire into the subject, Cr Hessey moved that the application to sign the petition be acceded to. Cr Williams seconded, and said he felt sure that hundreds of people were prevented from travelling on account of the high charges. The charges lor freight, tow, were something outrageous. The Chairman said he was one of those who had waited on Mr Maxwell to get the hour for the departure of the last train altered, and Mr Maxwell had told them that it would involve the expense of an extra train to Masterton. The. resolution was carried. THE WAII'OUA BANK., The committee appointed to propare a report on the advisabloness of planting the bank of the Waipoua river with willows, reported to the effect that Mr R. Donald's offer to supply willows be accepted, and that the bank be planted; that Messrs Runall and Adams be written to for permission to plant the willows on their land on the right bank of the<river; that the snags be taken out of the river and deposited 011 the right hand side of the present course ; and that the low place near Yilla-streot be fascined. The report was adopted, on the motion of Cr Heron, seconded by Cr Chamberlain.
Cr Bacon moved as an addition to the report, that Mr A. J. Rawson bo requested to report upon the best means of protecting the north-east end of the town, and also the cost of the work.
The motion was seconded by Cr Williams and carried.

WORKS COMMITTEE. The Works Committee reported having arranged with Mr T. M. Druminondto obtain from him the plan of the Borough as exhibited by him, and to have pegs put down for levels in certain places in the town, for a sum of £45.
The report was adopted. The report of the Committee for the fortnight, which was of an unimportant nature, except that steps had been taken to have proper approaches made to a number of premises, was also adopted. ACCOUNTS. An. account of £5 from the Lyttelton Times Company for advertising for a Gas Engineer, was passed. The Town Clerk reported that rates wore coining in very fairly, and that the overdraft at present was £528 ss. POUND COMMITTEE. The Pound Committee reported that the total receipts for the past six mouths had amounted to £22 2s Gd, and the expenses to £25, The Committee recommended that the present system be tried for another six months, The report was adopted, OAS COMMITTEE,
The Chairman said the Committee had completed its duties, and their time had expired, It now devolved upon them to appoint a permanent committee, to carry out the gas works. He moved that Crs Perry, Muir, Bacon, Heron, the Mayor, and himself be appointed a Standing Committee, three to form a quorum. Cr Chamberlain seconded.—Carried. OOOKBURN-STREET. The Town Clerk reported that Cock-burn-street had beon laid off in September,' 1877, after the passing of the Municipal Corporations Act. The Amendment Act which principally affected private streets, had been passed at a subsequent period, in 1878. It was resolved to allow the niatterio stand over till the next meeting of tho Council, to permit of further information being obtained. QUEEN-STREET. The Chairman remarked that he had never seen that part of Queon-streat from Church-street to the Waipoua bridge in such a wretched state as at present. He hoped something would be done in the matter. They could, at any rate, scrape tho mud off. The matter was left for the Works Committee to deal with. The Council then rose,
