In the Council yesterday the adjourned debate on Mr Bathgate's'motion for the appointment of a Committee to enquire into the advisableneßS of granting State assistance to settlers by lending them money at a low rate of interest was resumed, and the motion was carried by 11 to 15. The Mercantile Law ActAmendment Bill was read a third time' and passed,
HOUSE OF REPRESENTATIVES. The House met at 2,30 p.m. . Replying to questions, it was stated that instructions had been given to provide additional accommodation at the Woodville Post and Telegraph Office; that the toll oh the great south road, and Tamak Bridge, Auckland, would not be abolished; that no alteration had been made in the tariff, as regards blasting powder; that a report had been mado on New Zealand manufactured powder for cartridges, but it was of air inferior quality*: that the report of the Land Transfer Department would be ready in a day or two; that those articles in the tariff' that were specified " free" would remain free; that correspondence had taken place with the Government on the alleged infringement of telephonic rights, and Government would'consider the advisableness of laying it on the table; that the Minister of Lands was not prepared to recommend that pastoral deferred payment settlers should have the privileges of capitalizing unpaid instalments; that a torpedo corps of 40 men would be appointed, ten at each of the principal ports, who would instruct the various naval brigades in the use of torpedoes. Mr Beetham moved the second reading of the Wellington Corporation Leasehold Bill, which was agreed to. Mr Holmes moved the second reading ; of the Christchurch Public Works Loan Validation Bill, Agreed to.
Mr Maoandrew moved that a select committee be appointed to consider and report as to how far it is expedient that the credit of the colony should be applied towards making advances at a low rate of interest to settlei-s on the security of their land, and also as to the best mode in which such credit may be so applied. Agreed to, Evening Sitting, The House resumed at 7.80, whereupon Mr Mauandrew at once moved that the report pf the Standing Orders Committee on liis. mqtiqn, re morning sitting, be affirmed. A Jong discussion ensued, in which Sir Georgo Grey strongly opposed the motion, which lie characterised as one likely to lead to 119 good results, The report was, qn djyisjon, negatjved by 3| to 33. Mr Bradsiiaw moved the second reading of Employment of Females and Others Act 1881 Amendment Bill. Mr J. C. Buckland intimated that when the Bill was in Committee he would move in the direction of doing away with barmaids altogether. The Bank Note Security Bill was read a second time, The House adjourned at 10,25 p.m.
