THE AFGHAN QUESTION.
The agreement, which, it was said, had been come to between England
and Russia with regard to the Afghan boundary, does not appear to bo worth anything. The representatives of the letter Power at the conference held in London could not do anything definite, and {he news has now come to hand that the Czar refuges to ratify it.This, at present, lacks confirmation, but there.is only too much reason to believe that it is correct, and if so, there seems to be but little chance of a satisfactory understanding being come to. When England offered to abandon Penj-deh and the country between that place and the Zulfikar Pass, she showed a willingness to preserve peace at any price, and more could'.scarcely be expected from her. If the Czar really disapproves of the understanding come to, it would seem that he is not merely desirous of acquiring territory, but that he wants to do it by force of arms. Probably we shall hear something more definite on the subject in a dav or two.
