London, April 6, Tlie reply of the Russian Government to the memorandum of Earl Granville, dated 16tli March, has teen under the consideration of the Cabinet. It is believed that the answer of M. de Giers la not of a satisfactory nature, and that further negotiations will be necessary before the Russio-Afghan fvontier question is settled.
