The Earl of Granville has published a letter announcing that the friction with Germany has ended, an amicable understanding having been arrived at with Count Bismarck in regard to the English Blue Book on Pacific affairs, Count Herbert Bismarck has returned to Berlin. In the House of Commons to-day Lord Edmund Fitzmaurice, Political Secretary to the Foreign Office, in reply to a question, stated that the territory of North Borneo is not under British rule. The Pall Mall Gazette states'that it has been agreed that the eighth parallel shall be tho boundary between the English and German annexations in New Guinea, In the House of Commons to-day, Lord Hartington confirmed the announcement that the proposed increase in the British army would consist of 15,000.
