ANNEXATION OF NEW GUINEA,
Berlin, February 7.
~- A White Book on the New Guinea question has been issued. It shows that in-August last Prince Bismarck accepted a proposal of' Lord Granville that a commission should be appointed to define the respective spheres of Germany and England in the South Seas. In Soptember England notified to Germany the resolution of the colonies to proclaim a protection over all the New Guinea coasts except the North and those'claimed by Holland. .In October Lord Granville,, owing to German objections, agreed to the British protection being restricted to the south coast and the adjacent islands. Prince Bismarck regarded this despatch as a promise to restrict protection to the South, and as an implied assurance that German annexation in the North would not conflict with English interests. In January last Sir Edward Malet, British Ambassador, expressed surprise that the German flag had been hoisted in the North before the Commission had met, and announced that England had, in consequence, decided to proclaim its protection over the coast from East Cape to Huon Gulf, Prince Bismarck's latest despatch considers that a violation of Lord Granville's October promise, and formally protests against the British action.
