MASTERTON BOROUGH COUNCIL.
The Council met last night, Present —The Mayor, and Crs Hessey, Heron, -Williams, Chamberlain, Bacon, Mu'ir, Johnston, Gapper, and Perry. The minutes of the previous meeting were read and confirmed. A letter was read from Mr H. Sullivan applying for permission to FLAG THE FOOTPATH in front of his premises at the corner of Cricket and Queen streets. Also asking if the Council would bear half the expense, as it was customary for Corporations to do so, as the benefit to the public was great. Tha Mayor moved that the letter be referred to the Works Committee to report upon,
; . Cr Perry thought it would be better discussed by the Council as a whole. Or, Heron.seconded the motion, which was carried, " :: - Mr J. R, George wrote on the GAS QUESTION. " Sirs,—l have the honor to acknowledge your favor of the 11th inst. I shall be glad to confer with a Committee of the Borough Council on the subject of the proposed agreement as to laying mains in the streets and general, but having arranged to leave Wellington on Friday for a few days, regret that I shall be unable to attend at Mastetton on Friday next, the day you propose to call the meeting, but will be happy to do so on my return. I may state that the promoters intend to invite the residents of Masterton and vicinity to take up shares in the Company immediately the Council places the Company in a position to undertake the works, by granting the license to occupy the streets of the Borough for laying the requisite pipes." _ The Mayor said he thought the slause giving the Council the power to purchase the gasworks at a- valuation should be insisted upon before any power was given to anybody to open the streets of the Borough, and lest tho matter should not come up a<»ain during his term of office he would take the opportunity of urging, them to adhere to that'resolution to secure the right of the Counoil to re-purchase the works'at a valuation, He was certain it would prove a source of revenue to the burgesses in the future. The letter was laid on the table,
THE MORGUE Committee recommended to the Council that further representation be made to the Wairarapa East County Council pointing out that the Masterton Road Board was not in a position to contribute any of its funds to the erection of a morgue, also that a morgue is of more utility to the County than the Borough but that being anxious to push on the work, the Borough Council was still willing to adhere to its original resolution to provide one-third of the required amount, if the County would furnish the remainder.
Tho Mayor moved the adoption of the report, and stated a return was in the course of preparation which would show the number of Coroner's inquests held in the Borough,, the locality of tho deaths, &c, and prove to the County Council the necessity there is for the erection of such a building.—Adopted. THE WORKS COMMITTEES REPORT whs read as follows : The Overseer's report was read: Stevenson and Madson will finish the formation of Orayne St, to-morrow. I have completed the deviation of the Kuripuni creek. I have reformed and metalled Williams street, and would recommend that the footpaths should be left over for the present, and bo formed with gutter scrapings, -Agreed to. I have finished all necessary repairs to Chapel, Albert, and Villa streets. The men are at present repairing Church street, and cleaning gutters. I would call the attention of the Committee to the junction of Villa and Hope street, This matter was ordered to stand over until the Committee had inspected the place, I recommend tliat the water tables in 1 vadous creeks be opened. 'lnreference to Waipoua bridge repairs it was resolved that in the opinion of the Committee the bridge -is sufficient for ordinary traffic but''in view of a probability of i, tithing machine crossing it in tl\e. autumn.it is deemed advisable to put in'-a few planks to strengthen it. •-That the Counoil be recommended to apply to the Minister of Public Works to vest the control of the Waipoua bridge in the Borough Counoil. This concluded tho business, Cr Heron moved the adoption of the report. He informed the Council that the Waipoua bridge referred to was the one nearest to the town, one end of which rested on the banks in the Borough and the other end in the County. It had been pointed out by the Town Clerk that it was necessary to enable them to recover any expenditure or share of expenditure made on the bridge that the control should be vested in them. '
..' Or Gapper said up to the present time the County Council had always paid half share of any outlay made by the Borough on demand. The Mayor explained that it was necessary for the Borough to place themselves upon this footing in consequence of the last Counties Amendment Act. He did not suppose the County Council was likely to object, but they must stand on legal ground, Or Chamberlain seconded the adoption of the report which was carried. The Inspector of Nuisances reported that a stagnant pool of water in Villastreet, was detrimental to health, Mr Hourigan- had complained of the nwsancs as injurious, as it was nothing better- than a duck pond in the middle of the street, ■The matter was referred to the Works Committee.

it. He believed it had been referred to them before, but they had done nothing.
OHIMNEY INSPECTION. The Committee.appointed to consider Mr 0. .Russell's claim of Uk for inspecting Mr B, P. Perry's buildings, recommended the payment of £3 15b in settlement of the claim, '
Or Horon moved that this amount be paid to Mr liussell. Cr Chamberlain seconded. The Mayor'said there was a difficulty experienced in interpreting the by-law regulating the fee 3 for the inspection of buildings. Mr Kussell had read it that the inspection of chimnies was a charge outside of the charge for Greeting buildings, and he claimed for three, chimnies in: addition to the charge for the building. Cr Bacon held that view and moved as an amendment that the full amount, of the claim be paid. Or Gapper seconded pro forma and the amendment was lost, and tlft I original motion was put and carried.' THE POUND. ..Ct Bacon's name was addaLto the Pound Committee, and CHtkpper moved, That the Pound Committee be empowered to fence in the remainder of the section on which the pound stands, with a substantial rail fence with a barbed wire on top. He pointed out the difficulty under which the Hanger labored in having no tenmorary place. 'in which'to drive' the .horses and cattle until he got them in thu pound proper.; "/The horses objected to quietly stand,-.by while the,ganger got off his hoi'sa!'and unlocked->')he pound gates. be that the horses could boomed into this paddock and bite of grass occasionally; f"U4 Or Hessey motion. ■, 1; Or Perrv objected to the BaijSsK being relieved of the little extra; trouble he, might be put to by the Council going to the -expense of erecting the proposed fence. The pound was divided into, two compar|aents ahd the outer jjate-could be left Cfs to tempt the horses in. Some considerable discussion took place upon the merits and demerits of the barbed wire, Cr; Johnston stating that his opinion was that driving strange animals into a small enclosure with a barbed wira;on"tho fanoe would injure the animals and render the Council liable.
Cr Muir moved,a3 an amendment that four rails and a cap, or plain wire at the top be used, Cr Williams seconded. /^ The amendment was put and los The original motion was then put and lost likewise. It was resolved that permission be granted Captain Keester to erect lire-plugs In the streets for practice where' required,', provided he Hlls up the holes when not in use. The Council then adjourned.
