PARLIAMENTARY

. The Legislative Council was occupied all yesterday afternoon and evening discusaing a motion for the second reading of the District Railway Bill, Sir G. S. Whitmore opposed the Bill and Mr Waterhouse moved that it be read that day six months. He said it was not in the power of the Council to amend a money Bill it being imperative on the Upper House either | to accept the Bill as a whole or reject it i 3 a whole.
A long debate ensued as to whether the Bill was a money Bill, the Speaker ruling that it was. The Colonial Secretary said the Premier and the Speaker of the House of Representatives stated that the Bill was not treated as a money Bill in the Lower House.
On a division the Bill was thrown out by 21 to 9, and the Council rose at 9.55 p.m,
In the House yesterday Mr Macandrew gave notice to ask the Government if they would give a bonus for the first 20 or 30 tons of colonial fish tinned in the colony, and Mr O'Callaghan to ask if the Government would abolish the duty on binder twine, A Bill to amend Civil List Act was introduced by the Premier. The Premier moved the adoption of amendments made in the East and West (Middlo Island) and Nelson Railway Bill. j Mr BoLLESTON moved the recommittal of the Bill to insert a new clause providing that no further railways than those authorised should be constructed under the same conditions. After some discussion, during which several members intimated their intention of moving amendments if the Bill was recommitted, Mr Bryce said that although disapproving of the Bill, he thought it had been fairly discussed and therefore he counselled his friends to withdraw their opposition, Mr Bolleston withdrew his amendment, and Sir G. Grey at once moved the recommittal. On the motion that the amendment in Bill be agreed to, a division was taken, ayes, 49; noes, 15, The Bill was rend ft third time and passed, The Greymouth Harbour Bill and Westport Harbour Bill wero read a third time and passed. The Government Insurance Association Bill was further considered injd Committee and was interrupted by thdl 5.30 adjournment. On resuming at 7-30 p.m, the Pre. mier moved, to, report progress, which was agreed to, only slight amendments being made, The House rose at 7.35.
