•In the Legislative Council yesterday, the Perpetual Trustees and Executors Bill was read a second time, and the Pensions Bill read a third time,
In the House, Mr Richardson gave notice that the House resolve itself into a Committee to consider an address to His Excellency that no more grants be made under the Roads and Bridges Construction Act, but in lieu thereof, a Property Tax be still levied to the extent of fd in the pound, aud half not being required for general Government purposes, it bo handed to County
Councils for expenditure on local works, Mr Wilson gave notice to move that all assistance to higher education for consolidated funds should cease. In answer to questions the Government said they would consider the advisability of payment by stamps for railway traffic instead ot by cash., For ten years the uniforms of the police had been made in the colony, and would propose the same be done with volunteers. The necessity of provision being made for Custom House at .Auckland, and settlement of claims for land for militia services, would be considered during the recess, Specifications are being prepared on which the Government would call for tenders for the manufacture of locomotives in the colony. A Bill would be introduced dealing with the extension of franchise to police.
The following bills were introduced: Westland Education District Subdivision, Land Act Amendment, and .Coroners' Juries, In the House in Committee of Supply authorised the Treasury to raise deficiency bills to the amount of £50,000, a sum of £200,000 was also granted, The Mortgages Release Extension Bill was passed, and the Local Courts Bill was further considered in Committee.
At the evening sitting the Anatomy Act Amendment Bill was read a second time.
Mi Steward moved the School Committees' Election Bill, and pointed out that one of the main objects was to abolish the cumulatiye vote, and also that nomination of committee men take place some time prior to the election.
Messrs Shephard, Walker, Turnbulll and Dodson supported it, and the Premier, Hurst, Fergus, and Shrimski opposed it, The latter moved that it be read that day six months, The second reading was carried on division by 33 to 32,
Mr. Fitzherberfc moved the second reading of the Gaming and-Lotteries Act Amendment Bill, which went to legalise sweepstakes in which an individual sweepstake did not exceed £2. Messrs Joyce, Levestam, Turnbull, and Hobbs moved that it be read six months hence, and the Premier objected to the Bill as likely to encourage gambling.
On division the Bill was read a second time by 38 to 29. The Ohinemuri Goldfields Revenue Adjustment Act was read a second, time and referred to the Public Accounts Committee. '
At the suggestion of the Government Mr Buchanan, after a short discussion, withdrew.his.motion that provision be made for better accommodation for railway workmen on the various lines of railway whore such accommodation is either miserably deficient or altogether unobtainable, The Workmen's Wages Bill was considered in committee. Clause 13, which provided for fchoso supplying contractors with material having the same redress as workmen, was struck out, The Bill was agreed to without further amendment.
The Sharebrokers Act, 1871, and Chatham Islands Animal Bill wer6 considered in committee and agreed to.
