TARATAHI-CARTERTON ROAD BOARD.

A Special meeting of the TaratahiCarterton Road Board was held to-day in the Council Chambers for the purpose of difioussing the ways and means of repairing damage • done to roads, culverts and bridges in the district more especially in Nos. 5 and 6 Wards, Present—Messrs, B. .Boys (chairman), H. R. Bunny, Parker, J. Reynolds, H. Braithwate, W. Booth, Grace, and Gallon. The Chairman reminded Wardens that under the Act they had the power to levy a special rate, and he hoped Wardens would give the mattei- their serious attention, and hoped that eaoh Warden would be able to furnish rough estimates of repairs required, . Mr Reynolds said that his Ward had no funds, and that they had ] suffered no damage. Mr.H; R. : Bunny said it was not one toad only that Wanted repairs, and reminded Mr Reynolds that he should not lose sight of the opportunity of levying a special rate. Discussion then took place as to the indebtedness of each Ward.

Mr Gallon said he had consulted his ratepayers, and they had contributed towardß replacing one bridge and those

Messrs Booth and Gallon hoped that ASO would be nearer the mark, and Mr Booth seemed to think the difficulty virtually lay with Nofi, 5 and 6 Wards. No. 6 Word he thought would be willing to levy a special rite if No. 5 was willing to bear the expense of the heavier repairs and was even willing to advance a loan of £BS privately or join in guarantee with No. 5 Ward if it was thought-more advisaable, providing he could get the money back out of next year's rates, and then go in for three farthing rates. Mr Gallon said that had a poll taken place for levying a speoial rate on the whole of the district, he should certainly have voted for it, but if for only separate wards he was sure his ratepayers would object. H, R, Bunny said it seemed to him that Road Boards should have power to levy, special rates if required on special works in separate wards. 11. Braithwaitc also said that it a special rate was levied, they would, in his ward, object to borrow under the Roads and Bridges Act. Mr Hart, in answer to the Chairman, thought that £SO or £6O would replace Dalefield bridge. The other bridge on the same line had been repaired and seemed as useful as ever. He thought that the whole of the Matarawa ratepayers were interested in this bridge for they were now to this day coming through his paddock. Mr Booth thought that if the Board authorised an ouHay of .£BO or £9O on conditions tliat'Nos;i and 6 Wards levied a three-farthing rale, that it would be the best way to get out ot the difficulty,

H, R, Bunny confessed that he came to the Board this day prepared to vote for passing a special ,rate on all wards to relieve them of their financial difficulties.

It was moved by Mr Booth and seconded by Mr Gallon that this Board authorize that the following sums of money be expended£6o on Dalefield bridge; £lO on Banbry road; £2O on Belvidere road; and the conditions being that a three-farthing rate be levied for 2 years to repay these amounts.—Carried.

H. R. Bunny said that he did not see that a three-farthing rate would lift these Wards out of their difficulty, but it was pointed out to him that if a special rate were levied, they would lose loans under tho Roads and Bridges Construction Act.

Mr Hart said he was willing for the public to use the road through his pad dook while the bridge was being repaired, on condition that the slip bars were put up. It waß then resolved that tho Engineer bo instruoted to prepare plaus and estimates of necessary repairs and that tenders be called for the same, to close on September 27th.

The proceedings then terminated.
