THE NEW MINISTRY.

(Prom the N.Z, Times). Our anticipations have been realised, and Sir Julius Togel has accomplished the task with which the Governor entrusted him. Yesterday morning there was a meeting of the Canterbury members favorable to Sir Julius Vogel, but it broke up without an agreement being arrived at. In the afternoon the negotiations were renewed with better success. In the evening it became known that the portfolios had been allotted as follows : Mr Stout, Premier and AttorneyGeneral, Ssr Julius Vogel (with precedence) Colonial Treasurer, Postmaster. General, and Commissioner of Stamps, Mr Macandrew, Minister of Lands and Mines. Mr Montgomery, Colonial Secretary and Minister of Education, Mr Richardson, Minister of Public Works, Mr Ballance, Native and Defence Minister, Sir George Whitmore (without portfolio.) There is one seat yet to be filled, and it will probably be alloted to an Auckland representative. It is understood that part of the Ministerial programme will be the establishment of a non-political Railway Board, and in the event of sueh a change taking place, Mr Richardson will be offered the Presidency. Opinions differ widely as to the prospects of the new Minishy. By some they, are said to command a substantial majority, while others are confident that they will sustain a defeat within a week of their being sworn in. It is obvious that such a

combination cannot find favour in the North Island, but we are not inclined to. bo prophots,' and are content to await the issue. There seems to be a doubt as to whether Ministers can be sworn in before the return of Mr Stout who, as Premier, should bo the first to take the oath.
